4. Recommended approaches for projects to be funded<br />

65. The recommendations set out below are intended to highlight features which are important for<br />

partners in international development cooperation in the design and evaluation of, and for decisions<br />

on, projects for the protection of the marine environment for which external financing is to be<br />

sought. With appropriate modifications, they will also apply where a national or regional<br />

programme contains a series of related projects.<br />

66. Projects need to be prepared in the context of the overall national or regional strategies,<br />

policies and programmes related to the protection of the marine environment, on the basis of its<br />

sustainable use and development. Accordingly:<br />

(a) Projects should be derived from the priorities established nationally for the prevention,<br />

control and reduction of marine and coastal degradation within the framework of integrated<br />

management of coastal zones and, where appropriate, their associated watersheds, and consistent<br />

with the national sustainable development strategy;<br />

(b) Chapters II, III and V of this <strong>Programme</strong> should provide the policy framework for the<br />

identification of priorities;<br />

(c) Projects should be consistent with the principles and duty set out in chapter I above.<br />

67. The goals for projects responding to the impact of land-based activities upon the marine<br />

environment include:<br />

(a) Protection of the health and public amenities of coastal populations, in particular those<br />

suffering from poverty and food insecurity, including addressing sewage and industrial effluents;<br />

(b) Conservation of marine living resources, including maintenance or increase of future<br />

options for their sustainable use;<br />

(c) Conservation and sustainable use, including restoration, of coastal and marine biological<br />

diversity;<br />

(d) Protection, including restoration, of habitats of marine living resources, including critical<br />

spawning and feeding areas, as well as areas used or suitable for mariculture;<br />

(e) Alleviation of poverty as a means of reducing pressure on coastal and marine<br />

environments;<br />

(f) Addressing, where appropriate, management of associated watersheds.<br />

68. Other features which will make projects more likely to be effective or which will enhance<br />

their value generally include:<br />

(a) The involvement of user and local communities that are interested, particularly the<br />

economic and social sectors affected;
