The Philippines are seven thousand miles away
from our western shore. Is there no way of
cementing them to the larger land but by blood? Is
there no truth in experience; no consistency in
human nature? Is history a fable, and political
science a juggle; the wisdom of our ancestors
madness, and the American Constitution a name?
