Rebellion, has been ruthlessly sacrificed to colonial<br />

greed and rapacious lust. Awake! O Fa<strong>the</strong>rs <strong>of</strong> <strong>the</strong><br />

<strong>Republic</strong>, ere it is too late, and call back your<br />

posterity ere <strong>the</strong>y stray into paths from which <strong>the</strong>re<br />

is no returning!<br />

But it is argued that <strong>the</strong>se people are not<br />

capable <strong>of</strong> self-government. On this point one who<br />

ought to know,--Admiral Dewey himself,-- whose<br />

voice is worthy <strong>of</strong> respect, has said:--<br />

“In a telegram sent to <strong>the</strong> department on June<br />

23, I expressed <strong>the</strong> opinion that ‘<strong>the</strong>se people (<strong>the</strong><br />

Filipinos) are far superior in <strong>the</strong>ir intelligence, and<br />

more capable <strong>of</strong> self-government than <strong>the</strong> natives<br />

<strong>of</strong> Cuba, and I am familiar with both races.’<br />

Fur<strong>the</strong>r intercourse with <strong>the</strong>m has confirmed me in<br />

this opinion.”[2]<br />

And again, Consul Wildman, <strong>of</strong> Hongkong,<br />

says:--<br />
