formulated in the war of the Revolution, regenerated and reconsecrated in the war of the Rebellion, has been ruthlessly sacrificed to colonial greed and rapacious lust. Awake! O Fathers of the Republic, ere it is too late, and call back your posterity ere they stray into paths from which there is no returning! But it is argued that these people are not capable of self-government. On this point one who ought to know,--Admiral Dewey himself,-- whose voice is worthy of respect, has said:-- “In a telegram sent to the department on June 23, I expressed the opinion that ‘these people (the Filipinos) are far superior in their intelligence, and more capable of self-government than the natives of Cuba, and I am familiar with both races.’ Further intercourse with them has confirmed me in this opinion.”[2] And again, Consul Wildman, of Hongkong, says:-- 245
