seventeenth century, that most <strong>of</strong> <strong>the</strong> troops had<br />

deserted <strong>the</strong>ir colors, and that <strong>the</strong> few who were<br />

faithful were clo<strong>the</strong>d in rags, and were dying <strong>of</strong><br />

hunger. Ano<strong>the</strong>r account describes that once<br />

mighty kingdom as utterly unprotected; <strong>the</strong> frontier<br />

towns ungarrisoned; <strong>the</strong> fortifications dilapidated<br />

and crumbling away, <strong>the</strong> magazines without<br />

ammunition, <strong>the</strong> arsenals empty, <strong>the</strong> workshops<br />

unemployed, and even <strong>the</strong> art <strong>of</strong> building ships<br />

entirely lost.”[4]<br />

This is only one chapter in <strong>the</strong> history <strong>of</strong> Spain,<br />

but if it is not criminal history, bearing its<br />

legitimate mark, <strong>the</strong>n none has ever been enacted.<br />
