“Insurgents demand fewer exactions from<br />

church and state, a half <strong>of</strong> public <strong>of</strong>fices, and fewer<br />

church holidays, which seriously retard business.<br />

“A republic is organized here as in Cuba.<br />

Insurgents are being armed and drilled, are rapidly<br />

increasing in numbers and efficiency, and all agree<br />

that a general uprising will come as soon as <strong>the</strong><br />

governorgeneral embarks for Spain.... All<br />

authorities now agree that unless <strong>the</strong> crown largely<br />

re-enforces its army here, it will lose possession.”<br />

Soon after this Mr. Williams wrote again:--<br />

“Insurrection is rampant; many killed,<br />

wounded, and made prisoners on both sides. A<br />

battle-ship, <strong>the</strong> ‘Don Juan de Austria,’ sent this<br />

week to <strong>the</strong> nor<strong>the</strong>rn part <strong>of</strong> Luzon to co-operate<br />

with a land force <strong>of</strong> two thousand despatched to<br />

succor local forces, overwhelmed by <strong>the</strong> rebels.<br />

Last night special squads <strong>of</strong> mounted police were<br />

scattered at danger points to save Manila.”<br />
