independent as that <strong>of</strong> Rome; by what right <strong>the</strong><br />

latter pretended to force <strong>the</strong> Achaians to account<br />

for <strong>the</strong>ir conduct; whe<strong>the</strong>r <strong>the</strong>y would be pleased,<br />

should <strong>the</strong> Achaians, in <strong>the</strong>ir turn, <strong>of</strong>ficially<br />

pretend to inquire into <strong>the</strong>ir affairs, and whe<strong>the</strong>r<br />

matters ought not to be on <strong>the</strong> same footing on both<br />

sides? All <strong>the</strong>se reflections were very reasonable,<br />

just, and unanswerable; and <strong>the</strong> Romans had no<br />

advantage in <strong>the</strong> question but force.<br />

“<strong>The</strong>y acted in <strong>the</strong> same manner, and <strong>the</strong>ir<br />

politics were <strong>the</strong> same in regard to <strong>the</strong>ir treatment<br />

<strong>of</strong> kings. <strong>The</strong>y first won over to <strong>the</strong>ir interest such<br />

among <strong>the</strong>m as were <strong>the</strong> weakest, and consequently<br />

<strong>the</strong> least formidable; <strong>the</strong>y gave <strong>the</strong>m <strong>the</strong> title <strong>of</strong><br />

allies, whereby <strong>the</strong>ir persons were rendered in<br />

some measure sacred and inviolable; and it was a<br />

kind <strong>of</strong> safeguard against o<strong>the</strong>r kings more<br />

powerful than <strong>the</strong>mselves; <strong>the</strong>y increased <strong>the</strong>ir<br />

revenues, and enlarged <strong>the</strong>ir territories, to let <strong>the</strong>m<br />

see what <strong>the</strong>y might expect from <strong>the</strong>ir protection. It<br />

was this which raised <strong>the</strong> kingdom <strong>of</strong> Pergamus to<br />

so exalted a pitch <strong>of</strong> grandeur.<br />
