Conclusions and recommendation<br />

Overall, the FLA has been positively received and our field experience suggests an enthusiasm among<br />

communities to engage in developing their own catchment-wetland management plans, based on their own<br />

shared knowledge and experience, and within their own local institutional arrangements. Nonetheless, in all<br />

cases this has required a fairly significant level of external support, particularly during the early stages of<br />

participatory planning and awareness raising. Notably, in some cases the decline of external ‘backstopping’<br />

post-project intervention has led to a gradual decline in participation in FLA activities, although this also<br />

appears to be dependent upon individual socio-economic circumstances.<br />
