Conclusions and recommendation
Two main points are brought forward here:
1) ecosystem-based flood management can be stimulated from both a top-down perspective (central policy
makers implementing new flood management policies and projects) but also from a bottom-up direction
(local communities who suggested to restore seasonal flooding). This insight calls for a mode of interaction,
or governance of flooding, in which different stakeholders (governmental actors, policy makers, local
communities, NGOs) are involved in ecosystem-based flood management.
2) an appreciation of flood dynamics, beyond its association with catastrophes alone, is helpful to consider
the positive aspects of controlled (seasonal) flooding for long-term management of dynamic socialecological
systems
