Draft first regional report on the implementation of the Montevideo Consensus on Population and Development
This draft report seeks to give an account of progress in the implementation of the priority measures of the Montevideo Consensus on Population and Development in the region, as well as the differences between countries in terms of the degree of implementation. By highlighting relevant national experiences, it also seeks to facilitate the exchange of good practices among countries so that they can benefit from each other in their efforts to advance the implementation of the actions of the Montevideo Consensus.

Ec<strong>on</strong>omic Commissi<strong>on</strong> for Latin America <strong>and</strong> <strong>the</strong> Caribbean (ECLAC)<br />

In South America, civil society organizati<strong>on</strong>s have developed an important platform for policy impact <strong>and</strong> for direct<br />
work with <strong>the</strong> migrant populati<strong>on</strong>. Their network strategy affords <strong>the</strong>m a decisive voice in voicing complaints <strong>and</strong> in<br />
<strong>the</strong> formulati<strong>on</strong> <strong>of</strong> st<strong>and</strong>ards <strong>and</strong> policies, <strong>and</strong> <strong>the</strong>y have played an increasingly visible role in <strong>the</strong> proposals for <strong>the</strong><br />
global compact for safe, orderly <strong>and</strong> regular migrati<strong>on</strong>. Through its organized acti<strong>on</strong>, <strong>the</strong> Latin American bloc has had<br />
a positive impact <strong>on</strong> <strong>the</strong> compact, whose proposals emphasize <strong>the</strong> need to ensure access <strong>and</strong> <strong>the</strong> full exercise <strong>of</strong><br />
<strong>the</strong> rights <strong>of</strong> migrants, regardless <strong>of</strong> migrati<strong>on</strong> status or origin. This guarantee <strong>of</strong> rights also encompasses access to<br />
justice for migrants who have been victims <strong>of</strong> crime during migrati<strong>on</strong>, a particularly complex situati<strong>on</strong> <strong>on</strong> account <strong>of</strong><br />
<strong>the</strong> climate <strong>of</strong> xenophobia <strong>and</strong> tolerance <strong>of</strong> unlawful acti<strong>on</strong>s.<br />
The governments in <strong>the</strong> regi<strong>on</strong> could tap <strong>the</strong>se capacities <strong>of</strong> <strong>the</strong>se organizati<strong>on</strong>s better, <strong>on</strong> aspects ranging from<br />
oversight <strong>of</strong> policies <strong>and</strong> agreements to <strong>the</strong> compilati<strong>on</strong> <strong>of</strong> informati<strong>on</strong> <strong>and</strong> preparati<strong>on</strong> <strong>of</strong> studies <strong>and</strong> proposals, taking<br />
advantage <strong>of</strong> <strong>the</strong>ir direct work with <strong>the</strong> migrant populati<strong>on</strong>. In this sense, civil society organizati<strong>on</strong>s must participate<br />
in migratory governance at <strong>the</strong> different stages <strong>of</strong> <strong>the</strong> decisi<strong>on</strong>-making process, bey<strong>on</strong>d a mere c<strong>on</strong>sultative role.<br />
