Draft first regional report on the implementation of the Montevideo Consensus on Population and Development

This draft report seeks to give an account of progress in the implementation of the priority measures of the Montevideo Consensus on Population and Development in the region, as well as the differences between countries in terms of the degree of implementation. By highlighting relevant national experiences, it also seeks to facilitate the exchange of good practices among countries so that they can benefit from each other in their efforts to advance the implementation of the actions of the Montevideo Consensus.

Chapter I<br />

Ec<strong>on</strong>omic Commissi<strong>on</strong> for Latin America <strong>and</strong> <strong>the</strong> Caribbean (ECLAC)<br />

At its sec<strong>on</strong>d sessi<strong>on</strong>, <strong>the</strong> Regi<strong>on</strong>al C<strong>on</strong>ference <strong>on</strong> Populati<strong>on</strong> <strong>and</strong> <strong>Development</strong> also established an ad<br />

hoc working group for <strong>the</strong> preparati<strong>on</strong> <strong>of</strong> a proposal <strong>on</strong> <strong>the</strong> indicators for <str<strong>on</strong>g>regi<strong>on</strong>al</str<strong>on</strong>g> follow-up <strong>of</strong> <strong>the</strong> M<strong>on</strong>tevideo<br />

C<strong>on</strong>sensus <strong>on</strong> Populati<strong>on</strong> <strong>and</strong> <strong>Development</strong>, which it stipulated would be open-ended, geographically<br />

representative, composed <strong>of</strong> government-appointed experts <strong>and</strong> coordinated by Mexico. 7<br />

The working group’s purpose was to prepare, in c<strong>on</strong>sultati<strong>on</strong> with all <strong>the</strong> members <strong>of</strong> <strong>the</strong> C<strong>on</strong>ference,<br />

a proposal <strong>of</strong> <strong>the</strong> indicators to be used for <strong>the</strong> <str<strong>on</strong>g>regi<strong>on</strong>al</str<strong>on</strong>g> follow-up <strong>of</strong> <strong>the</strong> M<strong>on</strong>tevideo C<strong>on</strong>sensus based <strong>on</strong> a<br />

review <strong>of</strong> <strong>the</strong> indicators suggested in <strong>the</strong> Operati<strong>on</strong>al guide, as well as in <strong>the</strong> proposals for <strong>the</strong> follow-up <strong>of</strong> <strong>the</strong><br />

2030 Agenda for Sustainable <strong>Development</strong> <strong>and</strong> <strong>of</strong> <strong>the</strong> Programme <strong>of</strong> Acti<strong>on</strong> <strong>of</strong> <strong>the</strong> Internati<strong>on</strong>al C<strong>on</strong>ference<br />

<strong>on</strong> Populati<strong>on</strong> <strong>and</strong> <strong>Development</strong> bey<strong>on</strong>d 2014. 8 ECLAC, with <strong>the</strong> support <strong>of</strong> <strong>the</strong> United Nati<strong>on</strong>s Populati<strong>on</strong><br />

Fund, would serve as technical secretariat <strong>of</strong> <strong>the</strong> ad hoc working group, which would include representatives<br />

<strong>of</strong> civil society <strong>and</strong> o<strong>the</strong>r stakeholders in its tasks, whose opini<strong>on</strong>s would be c<strong>on</strong>sidered in <strong>the</strong> preparati<strong>on</strong> <strong>of</strong><br />

<strong>the</strong> working group’s recommendati<strong>on</strong>s. 9<br />

The ad hoc working group presented a progress <str<strong>on</strong>g>report</str<strong>on</strong>g> at <strong>the</strong> third meeting <strong>of</strong> <strong>the</strong> Presiding Officers <strong>of</strong><br />

<strong>the</strong> Regi<strong>on</strong>al C<strong>on</strong>ference <strong>on</strong> Populati<strong>on</strong> <strong>and</strong> <strong>Development</strong>, held in Santiago from 4 to 6 October 2016. On that<br />

occasi<strong>on</strong>, <strong>the</strong> Presiding Officers reviewed <strong>the</strong> preliminary proposal <strong>on</strong> <strong>the</strong> indicators c<strong>on</strong>tained in <strong>the</strong> progress<br />

<str<strong>on</strong>g>report</str<strong>on</strong>g> <strong>and</strong> reached agreements which served for <strong>the</strong> ad hoc working group to update its <str<strong>on</strong>g>report</str<strong>on</strong>g>. 10<br />

It is important that c<strong>on</strong>vergence be achieved between <strong>the</strong> <str<strong>on</strong>g>regi<strong>on</strong>al</str<strong>on</strong>g> review <strong>of</strong> <strong>the</strong> M<strong>on</strong>tevideo C<strong>on</strong>sensus<br />

<strong>and</strong> <strong>the</strong> preparati<strong>on</strong> <strong>of</strong> nati<strong>on</strong>al <str<strong>on</strong>g>report</str<strong>on</strong>g>s. Although <strong>the</strong>y are different processes, <strong>the</strong> nati<strong>on</strong>al <str<strong>on</strong>g>report</str<strong>on</strong>g>s are crucial<br />

inputs for <strong>the</strong> <str<strong>on</strong>g>regi<strong>on</strong>al</str<strong>on</strong>g> follow-up. Accordingly, it was recommended that <strong>the</strong> countries should take into account<br />

<strong>the</strong> indicators proposed by <strong>the</strong> ad hoc working group in <strong>the</strong>ir nati<strong>on</strong>al <str<strong>on</strong>g>report</str<strong>on</strong>g>s, <strong>and</strong> this recommendati<strong>on</strong> has<br />

in fact been reflected in <strong>the</strong> <str<strong>on</strong>g>report</str<strong>on</strong>g>s received to date by <strong>the</strong> secretariat.<br />

The nati<strong>on</strong>al <str<strong>on</strong>g>report</str<strong>on</strong>g>s will be presented in <strong>the</strong> third sessi<strong>on</strong> <strong>of</strong> <strong>the</strong> Regi<strong>on</strong>al C<strong>on</strong>ference <strong>on</strong> Populati<strong>on</strong> <strong>and</strong><br />

<strong>Development</strong> in Latin America <strong>and</strong> <strong>the</strong> Caribbean, <strong>and</strong> part <strong>of</strong> <strong>the</strong>ir c<strong>on</strong>tent was already presented at <strong>the</strong><br />

special meeting <strong>of</strong> <strong>the</strong> Presiding Officers in November 2017.<br />

The draft <str<strong>on</strong>g>first</str<strong>on</strong>g> <str<strong>on</strong>g>regi<strong>on</strong>al</str<strong>on</strong>g> <str<strong>on</strong>g>report</str<strong>on</strong>g> <strong>on</strong> <strong>the</strong> implementati<strong>on</strong> <strong>of</strong> <strong>the</strong> M<strong>on</strong>tevideo C<strong>on</strong>sensus <strong>on</strong> Populati<strong>on</strong> <strong>and</strong><br />

<strong>Development</strong> is presented in <strong>the</strong> secti<strong>on</strong>s that follow. The scope <strong>of</strong> work has been determined by <strong>the</strong> availability <strong>of</strong><br />

<strong>the</strong> necessary informati<strong>on</strong> to <str<strong>on</strong>g>report</str<strong>on</strong>g> <strong>on</strong> <strong>the</strong> activities carried out by <strong>the</strong> countries <strong>and</strong> <strong>on</strong> <strong>the</strong> indicators associated<br />

with <strong>the</strong> priority measures <strong>of</strong> <strong>the</strong> M<strong>on</strong>tevideo C<strong>on</strong>sensus. It will be noted that many indicators approved for<br />

<str<strong>on</strong>g>regi<strong>on</strong>al</str<strong>on</strong>g> follow-up still lack necessary data <strong>and</strong>, in some cases, <strong>the</strong>ir metadata have yet to be defined.<br />

The <str<strong>on</strong>g>report</str<strong>on</strong>g> was prepared <strong>on</strong> <strong>the</strong> basis <strong>of</strong> informati<strong>on</strong> from <strong>of</strong>ficial sources in <strong>the</strong> countries, such as<br />

<strong>the</strong> nati<strong>on</strong>al populati<strong>on</strong> censuses <strong>and</strong> surveys, <strong>the</strong> nati<strong>on</strong>al progress <str<strong>on</strong>g>report</str<strong>on</strong>g>s <strong>on</strong> <strong>the</strong> implementati<strong>on</strong> <strong>of</strong> <strong>the</strong><br />

M<strong>on</strong>tevideo C<strong>on</strong>sensus presented by <strong>the</strong> countries, 11 <strong>the</strong> voluntary presentati<strong>on</strong>s made by governments at<br />

<strong>the</strong> special meeting <strong>of</strong> <strong>the</strong> Presiding Officers <strong>of</strong> <strong>the</strong> Regi<strong>on</strong>al C<strong>on</strong>ference <strong>on</strong> Populati<strong>on</strong> <strong>and</strong> <strong>Development</strong><br />

in Latin America <strong>and</strong> <strong>the</strong> Caribbean, informati<strong>on</strong> from <strong>the</strong> countries systematized <strong>and</strong> compiled by ECLAC,<br />

databases <strong>of</strong> United Nati<strong>on</strong>s bodies, <strong>the</strong> Sustainable <strong>Development</strong> Goal Indicators Database, voluntary nati<strong>on</strong>al<br />

<str<strong>on</strong>g>report</str<strong>on</strong>g>s <strong>on</strong> <strong>the</strong> fulfilment <strong>of</strong> <strong>the</strong> Sustainable <strong>Development</strong> Goals <strong>and</strong> a large bibliographical corpus <strong>of</strong> ECLAC<br />

<strong>and</strong> United Nati<strong>on</strong>s documents, as well as academic research <strong>and</strong> documentati<strong>on</strong> produced by civil society<br />

<strong>on</strong> various topics.<br />

Costa Rica, El Salvador, Guatemala, Guyana, H<strong>on</strong>duras, Jamaica, Panama, Peru, Suriname <strong>and</strong> Uruguay had submitted <strong>the</strong>ir voluntary nati<strong>on</strong>al <str<strong>on</strong>g>report</str<strong>on</strong>g>s. It was also<br />

possible to include some informati<strong>on</strong> from nati<strong>on</strong>al <str<strong>on</strong>g>report</str<strong>on</strong>g>s, such as that <strong>of</strong> Mexico, which were received during <strong>the</strong> editorial review process.<br />
