Draft first regional report on the implementation of the Montevideo Consensus on Population and Development

This draft report seeks to give an account of progress in the implementation of the priority measures of the Montevideo Consensus on Population and Development in the region, as well as the differences between countries in terms of the degree of implementation. By highlighting relevant national experiences, it also seeks to facilitate the exchange of good practices among countries so that they can benefit from each other in their efforts to advance the implementation of the actions of the Montevideo Consensus.

There is no planning unit or agency to c<strong>on</strong>tinuously address <strong>the</strong> issues <strong>of</strong> populati<strong>on</strong> dynamics <strong>and</strong> <strong>the</strong>ir integrati<strong>on</strong> into<br />

nati<strong>on</strong>al planning <strong>and</strong> sectoral policies. There is a mechanism under <strong>the</strong> Ministry <strong>of</strong> Social Protecti<strong>on</strong> (Nati<strong>on</strong>al Steering<br />

Committee <strong>on</strong> <strong>the</strong> implementati<strong>on</strong> <strong>of</strong> <strong>the</strong> M<strong>on</strong>tevideo C<strong>on</strong>sensus) resp<strong>on</strong>sible for broad participati<strong>on</strong>, including n<strong>on</strong>-governmental<br />

organizati<strong>on</strong>s (NGOs), as part <strong>of</strong> <strong>the</strong> public instituti<strong>on</strong> resp<strong>on</strong>sible for coordinating populati<strong>on</strong> <strong>and</strong> development issues.<br />

The public instituti<strong>on</strong> that h<strong>and</strong>les populati<strong>on</strong> <strong>and</strong> development issues is <strong>the</strong> Secretariat for Human Rights, Justice, Governance<br />

<strong>and</strong> Decentralizati<strong>on</strong>, specifically <strong>the</strong> Department <strong>of</strong> Governance <strong>and</strong> Decentralizati<strong>on</strong> in its capacity as Executive Secretariat<br />

<strong>of</strong> <strong>the</strong> Nati<strong>on</strong>al Populati<strong>on</strong> Council (CONAPO). CONAPO is made up <strong>of</strong> 17 representatives <strong>of</strong> <strong>the</strong> State <strong>and</strong> 18 <strong>of</strong> civil society, <strong>and</strong> is<br />

thus a widely participatory mechanism for populati<strong>on</strong> issues.<br />

There is a permanent instituti<strong>on</strong>al structure devoted to populati<strong>on</strong> <strong>and</strong> development issues. The Planning Institute <strong>of</strong> Jamaica (PIOJ)<br />

is <strong>the</strong> nati<strong>on</strong>al focal point for populati<strong>on</strong> <strong>and</strong> development issues. In 1983, Jamaica established a multisectoral Populati<strong>on</strong> Policy<br />

Coordinating Committee to m<strong>on</strong>itor <strong>the</strong> implementati<strong>on</strong> <strong>of</strong> its Nati<strong>on</strong>al Populati<strong>on</strong> Policy. In 2007 this mechanism was renamed<br />

<strong>the</strong> Populati<strong>on</strong> Thematic Working Group (PopTWG) <strong>of</strong> Visi<strong>on</strong> 2030 Jamaica. The membership <strong>of</strong> <strong>the</strong> PopTWG is drawn from a<br />

cross-secti<strong>on</strong> <strong>of</strong> stakeholders with technical interest in <strong>and</strong> knowledge <strong>of</strong> populati<strong>on</strong> issues including relevant government ministries,<br />

departments <strong>and</strong> agencies, private sector bodies, academia, civil society, key individuals <strong>and</strong> internati<strong>on</strong>al development partners.<br />

The Nati<strong>on</strong>al Populati<strong>on</strong> Council (CONAPO) comprises 17 departments <strong>and</strong> agencies <strong>of</strong> <strong>the</strong> federal public administrati<strong>on</strong> plus<br />

<strong>the</strong> 32 states. Civil society participates in <strong>the</strong> specific <strong>the</strong>matic arrangements relating to <strong>the</strong> chapters.<br />

The Technical Secretariat <strong>of</strong> <strong>the</strong> Social Cabinet (STGS) coordinated <strong>the</strong> preparati<strong>on</strong> <strong>of</strong> <strong>the</strong> nati<strong>on</strong>al <str<strong>on</strong>g>report</str<strong>on</strong>g>. To draft <strong>the</strong> <str<strong>on</strong>g>report</str<strong>on</strong>g>,<br />

workshops were held with <strong>the</strong> support <strong>of</strong> UNFPA <strong>and</strong> participated in by <strong>the</strong> instituti<strong>on</strong>s forming part <strong>of</strong> <strong>the</strong> Populati<strong>on</strong> Technical<br />

Committee (COTEPO), o<strong>the</strong>r public instituti<strong>on</strong>s, civil society organizati<strong>on</strong>s <strong>and</strong> United Nati<strong>on</strong>s agencies. COTEPO, which advises<br />

<strong>the</strong> Social Cabinet <strong>on</strong> populati<strong>on</strong> <strong>and</strong> development issues, has been operating since 1987.<br />

Preparati<strong>on</strong> <strong>of</strong> <strong>the</strong> nati<strong>on</strong>al <str<strong>on</strong>g>report</str<strong>on</strong>g> was coordinated by <strong>the</strong> Technical Secretariat for <strong>the</strong> Planning <strong>of</strong> Ec<strong>on</strong>omic <strong>and</strong> Social<br />

<strong>Development</strong>, which <str<strong>on</strong>g>report</str<strong>on</strong>g>s to <strong>the</strong> Office <strong>of</strong> <strong>the</strong> President <strong>of</strong> <strong>the</strong> Republic, through discussi<strong>on</strong>s between State instituti<strong>on</strong>s, civil<br />

society organizati<strong>on</strong>s <strong>and</strong> private sector firms.<br />

The Multisectoral Commissi<strong>on</strong> for follow-up <strong>and</strong> evaluati<strong>on</strong> <strong>of</strong> <strong>the</strong> implementati<strong>on</strong> <strong>of</strong> <strong>the</strong> M<strong>on</strong>tevideo C<strong>on</strong>sensus is a st<strong>and</strong>ing<br />

body. It is chaired by <strong>the</strong> Ministry <strong>of</strong> Women <strong>and</strong> Vulnerable Populati<strong>on</strong>s <strong>and</strong> its members are ano<strong>the</strong>r 17 nati<strong>on</strong>al public<br />

sector bodies. The Technical Secretariat <strong>of</strong> <strong>the</strong> Commissi<strong>on</strong> comes under <strong>the</strong> Department <strong>of</strong> Populati<strong>on</strong>, <strong>Development</strong> <strong>and</strong><br />

Volunteering <strong>of</strong> <strong>the</strong> Ministry for Women <strong>and</strong> Vulnerable Populati<strong>on</strong>s. Representatives <strong>of</strong> civil society were interviewed to prepare<br />

<strong>the</strong> nati<strong>on</strong>al <str<strong>on</strong>g>report</str<strong>on</strong>g>, in particular <strong>the</strong> Sexual <strong>and</strong> Reproductive Rights Oversight Committee.<br />

The Ministry <strong>of</strong> Home Affairs acts as <strong>the</strong> nati<strong>on</strong>al coordinati<strong>on</strong> mechanism for <strong>the</strong> Regi<strong>on</strong>al C<strong>on</strong>ference <strong>on</strong> Populati<strong>on</strong> <strong>and</strong><br />

<strong>Development</strong> <strong>and</strong> is resp<strong>on</strong>sible, inter alia, for <strong>the</strong> civil status <strong>and</strong> populati<strong>on</strong> accounts in all Suriname. The Centraal Bureau voor<br />

Burgerzaken (CBB) is resp<strong>on</strong>sible for carrying out this task, which includes <strong>the</strong> sustainable delivery <strong>of</strong> reliable <strong>and</strong> complete civil<br />

registrati<strong>on</strong>, integrati<strong>on</strong> <strong>and</strong> integrati<strong>on</strong> policies <strong>and</strong> registrati<strong>on</strong> <strong>of</strong> foreigners. The ministry is also resp<strong>on</strong>sible for <strong>the</strong> optimal<br />

participati<strong>on</strong> <strong>of</strong> women in <strong>the</strong> development process in Suriname <strong>and</strong> ensures a balanced emancipatory women’s policy.<br />

The preparati<strong>on</strong> <strong>of</strong> Suriname’s nati<strong>on</strong>al <str<strong>on</strong>g>report</str<strong>on</strong>g> for <strong>the</strong> M<strong>on</strong>tevideo C<strong>on</strong>sensus was led by <strong>the</strong> Ministry <strong>of</strong> Home Affairs. In ga<strong>the</strong>ring<br />

data, both government <str<strong>on</strong>g>report</str<strong>on</strong>g>s <strong>and</strong> <str<strong>on</strong>g>report</str<strong>on</strong>g>s from civil society <strong>and</strong> n<strong>on</strong>-governmental organizati<strong>on</strong>s were c<strong>on</strong>sulted. Various<br />

ministries <strong>and</strong> n<strong>on</strong>-governmental organizati<strong>on</strong>s provided informati<strong>on</strong> depending <strong>on</strong> <strong>the</strong>ir tasks. In finalizing <strong>the</strong> <str<strong>on</strong>g>report</str<strong>on</strong>g>, validati<strong>on</strong><br />

meetings were held in which both government <strong>and</strong> n<strong>on</strong>-governmental organizati<strong>on</strong>s participated.<br />

The Sectoral Commissi<strong>on</strong> <strong>on</strong> Populati<strong>on</strong> <strong>and</strong> <strong>Development</strong> (CSP) was created by <strong>the</strong> Office <strong>of</strong> Planning <strong>and</strong> <strong>the</strong> Budget.<br />

For operating purposes, it has two comp<strong>on</strong>ents: a plenary, with representatives from <strong>the</strong> executive branch, parliament, academia,<br />

internati<strong>on</strong>al cooperati<strong>on</strong> agencies <strong>and</strong> civil society organizati<strong>on</strong>s, <strong>and</strong> an executive committee, made up <strong>of</strong> representatives<br />

<strong>of</strong> government agencies. The CSP advises <strong>the</strong> executive branch <strong>on</strong> <strong>the</strong> creati<strong>on</strong> <strong>of</strong> a medium- <strong>and</strong> l<strong>on</strong>g-term nati<strong>on</strong>al visi<strong>on</strong> for<br />

demography <strong>and</strong> populati<strong>on</strong> <strong>and</strong> a strategy to attain this, <strong>and</strong> it is resp<strong>on</strong>sible for following up <strong>the</strong> M<strong>on</strong>tevideo C<strong>on</strong>sensus <strong>and</strong><br />

acting as a liais<strong>on</strong> with <strong>the</strong> Regi<strong>on</strong>al C<strong>on</strong>ference <strong>on</strong> Populati<strong>on</strong> <strong>and</strong> <strong>Development</strong>. Its compositi<strong>on</strong> at <strong>the</strong> government level is<br />

interinstituti<strong>on</strong>al, <strong>and</strong> it is participated in by parliamentary populati<strong>on</strong> committees, civil society <strong>and</strong> academia, with technical<br />

advice from UNFPA.<br />

A number <strong>of</strong> progressive acti<strong>on</strong>s have been undertaken with a view to creating nati<strong>on</strong>al coordinating mechanisms for <strong>the</strong><br />

operati<strong>on</strong>alizati<strong>on</strong> <strong>of</strong> <strong>the</strong> M<strong>on</strong>tevideo C<strong>on</strong>sensus. A technical committee for initial coordinati<strong>on</strong> has been established <strong>and</strong><br />

is participated in by <strong>the</strong> Ministry <strong>of</strong> Foreign Affairs, UNFPA <strong>and</strong> <strong>the</strong> Nati<strong>on</strong>al Institute <strong>of</strong> Statistics. In additi<strong>on</strong>, a participatory<br />

working methodology has been developed, <strong>and</strong> public sector bodies, a citizens’ organizati<strong>on</strong> <strong>and</strong> an internati<strong>on</strong>al cooperati<strong>on</strong><br />

agency have participated <strong>on</strong> this basis.<br />
