Draft first regional report on the implementation of the Montevideo Consensus on Population and Development

This draft report seeks to give an account of progress in the implementation of the priority measures of the Montevideo Consensus on Population and Development in the region, as well as the differences between countries in terms of the degree of implementation. By highlighting relevant national experiences, it also seeks to facilitate the exchange of good practices among countries so that they can benefit from each other in their efforts to advance the implementation of the actions of the Montevideo Consensus.

Chapter III<br />

Ec<strong>on</strong>omic Commissi<strong>on</strong> for Latin America <strong>and</strong> <strong>the</strong> Caribbean (ECLAC)<br />

• To achieve real territorial development in <strong>the</strong> regi<strong>on</strong> by improving or adjusting legal, fiscal <strong>and</strong> instituti<strong>on</strong>al<br />

mechanisms that govern planning <strong>and</strong> public policies, countries must: (i) update development plans,<br />

adapting <strong>the</strong>m to <strong>the</strong> needs <strong>of</strong> <strong>the</strong> territories; (ii) clarify <strong>the</strong> functi<strong>on</strong>s <strong>and</strong> competencies <strong>of</strong> instituti<strong>on</strong>s<br />

<strong>and</strong> policies when deciding measures for territorial development, thus improving coordinati<strong>on</strong>, optimizing<br />

<strong>the</strong> use <strong>of</strong> public resources <strong>and</strong> avoiding <strong>the</strong> duplicati<strong>on</strong> <strong>of</strong> functi<strong>on</strong>s; (iii) promote participati<strong>on</strong> <strong>of</strong><br />

subnati<strong>on</strong>al authorities in <str<strong>on</strong>g>regi<strong>on</strong>al</str<strong>on</strong>g> development planning systems, c<strong>on</strong>tributing in particular to <strong>the</strong><br />

streng<strong>the</strong>ning <strong>of</strong> intermediate levels <strong>and</strong> technical capacity for planning, territorial management,<br />

administrati<strong>on</strong> <strong>and</strong> budgets at <strong>the</strong> municipal <strong>and</strong> local levels, which is a strategic <strong>and</strong> essential acti<strong>on</strong> for<br />

territorial governance <strong>and</strong> planning at multiple levels, because it c<strong>on</strong>firms <strong>the</strong> legitimacy <strong>and</strong> relevance<br />

<strong>of</strong> territorial assessments <strong>and</strong> increases <strong>the</strong> effectiveness <strong>of</strong> policies; <strong>and</strong> (iv) deepen decentralizati<strong>on</strong><br />

processes in <strong>the</strong> countries, incorporating into legal, fiscal <strong>and</strong> instituti<strong>on</strong>al mechanisms a systemic visi<strong>on</strong><br />

<strong>of</strong> <strong>the</strong> whole, which is able to anticipate <strong>the</strong> exacerbati<strong>on</strong> <strong>of</strong> inter<str<strong>on</strong>g>regi<strong>on</strong>al</str<strong>on</strong>g> asymmetries (ECLAC, 2017).<br />
