Draft first regional report on the implementation of the Montevideo Consensus on Population and Development

This draft report seeks to give an account of progress in the implementation of the priority measures of the Montevideo Consensus on Population and Development in the region, as well as the differences between countries in terms of the degree of implementation. By highlighting relevant national experiences, it also seeks to facilitate the exchange of good practices among countries so that they can benefit from each other in their efforts to advance the implementation of the actions of the Montevideo Consensus.

A. Full integrati<strong>on</strong> <strong>of</strong> populati<strong>on</strong> dynamics into<br />

sustainable development with equality<br />

<strong>and</strong> respect for human rights<br />

1. Introducti<strong>on</strong><br />

The priority measures agreed in chapter A <strong>of</strong> <strong>the</strong> M<strong>on</strong>tevideo C<strong>on</strong>sensus <strong>on</strong> Populati<strong>on</strong> <strong>and</strong> <strong>Development</strong><br />

relate to <strong>the</strong> three pillars (social, ec<strong>on</strong>omic <strong>and</strong> envir<strong>on</strong>mental) <strong>of</strong> sustainable development <strong>and</strong> <strong>the</strong> integrati<strong>on</strong><br />

<strong>of</strong> populati<strong>on</strong> issues into public policies <strong>and</strong> planning in pursuit <strong>of</strong> such development. In additi<strong>on</strong> to outlining<br />

<strong>the</strong> <str<strong>on</strong>g>regi<strong>on</strong>al</str<strong>on</strong>g> visi<strong>on</strong> for sustainable development, this secti<strong>on</strong> highlights <strong>the</strong> c<strong>on</strong>tributi<strong>on</strong> that can be made<br />

by a knowledge <strong>of</strong> demographic dynamics <strong>and</strong> <strong>the</strong>ir integrati<strong>on</strong>, within a human rights framework, into<br />

programmes <strong>and</strong> acti<strong>on</strong>s aimed at <strong>the</strong> eradicati<strong>on</strong> <strong>of</strong> poverty <strong>and</strong> inequality, bearing in mind <strong>the</strong> imperative<br />

that <strong>the</strong> needs <strong>of</strong> current generati<strong>on</strong>s are not to be met in a way that compromises <strong>the</strong> capacity <strong>of</strong> future<br />

generati<strong>on</strong>s to meet <strong>the</strong>irs.<br />

It is well recognized that changes in populati<strong>on</strong> dynamics bring challenges <strong>and</strong> opportunities for sustainable<br />

development. Accordingly, it is essential for demographic dynamics to be integrated into <strong>the</strong> whole nati<strong>on</strong>al<br />

planning process from formulati<strong>on</strong> to implementati<strong>on</strong>, always provided this is <strong>on</strong> a basis <strong>of</strong> human rights <strong>and</strong><br />

respect for nature in all its diversity. Chapter A <strong>of</strong> <strong>the</strong> M<strong>on</strong>tevideo C<strong>on</strong>sensus <strong>on</strong> Populati<strong>on</strong> <strong>and</strong> <strong>Development</strong><br />

is comprehensive, encompassing <strong>the</strong> priority measures <strong>of</strong> <strong>the</strong> o<strong>the</strong>r chapters, <strong>and</strong> accordingly Sustainable<br />

<strong>Development</strong> Goal (SDG) indicators relating to <strong>the</strong> different dimensi<strong>on</strong>s <strong>of</strong> well-being, such as health, educati<strong>on</strong>,<br />

work, <strong>the</strong> envir<strong>on</strong>ment, basic services, infrastructure, human settlements <strong>and</strong> participati<strong>on</strong> (ECLAC, 2017a),<br />

were employed for <strong>the</strong> purposes <strong>of</strong> <str<strong>on</strong>g>regi<strong>on</strong>al</str<strong>on</strong>g> follow-up.<br />

From this perspective, <strong>and</strong> in <strong>the</strong> light <strong>of</strong> <strong>the</strong> informati<strong>on</strong> available while this <str<strong>on</strong>g>report</str<strong>on</strong>g> was being prepared, this<br />

chapter’s follow-up <strong>of</strong> <strong>the</strong> priority measures <strong>of</strong> <strong>the</strong> M<strong>on</strong>tevideo C<strong>on</strong>sensus will seek to take in all <strong>the</strong>ir dimensi<strong>on</strong>s,<br />

although two specific areas will be particularly stressed. The <str<strong>on</strong>g>first</str<strong>on</strong>g> c<strong>on</strong>cerns priority measures 1, 2, 4, 5 <strong>and</strong> 6,<br />

dealing with public policies <strong>and</strong> acti<strong>on</strong>s to eradicate poverty, exclusi<strong>on</strong> <strong>and</strong> inequality <strong>and</strong> <strong>the</strong> centrality <strong>of</strong> human<br />

rights <strong>and</strong> sustainability. The sec<strong>on</strong>d c<strong>on</strong>cerns priority measures 3, 99 <strong>and</strong> 107 (<strong>the</strong> latter two bel<strong>on</strong>ging to chapter<br />

J <strong>of</strong> <strong>the</strong> M<strong>on</strong>tevideo C<strong>on</strong>sensus), dealing with public instituti<strong>on</strong>s resp<strong>on</strong>sible for populati<strong>on</strong> <strong>and</strong> development<br />

issues <strong>and</strong> <strong>the</strong> participati<strong>on</strong> <strong>of</strong> civil society in implementing <strong>and</strong> following up <strong>the</strong> M<strong>on</strong>tevideo C<strong>on</strong>sensus.<br />

Although <strong>the</strong> regi<strong>on</strong> has progressed towards <strong>the</strong> chapter A goals, many challenges remain. This chapter,<br />

like o<strong>the</strong>r related <strong>on</strong>es, will go into greater detail <strong>on</strong> developments in <strong>the</strong> regi<strong>on</strong> in <strong>the</strong> years since <strong>the</strong> adopti<strong>on</strong><br />

<strong>of</strong> <strong>the</strong> M<strong>on</strong>tevideo C<strong>on</strong>sensus agreements, <strong>on</strong> <strong>the</strong> basis <strong>of</strong> nati<strong>on</strong>al <str<strong>on</strong>g>report</str<strong>on</strong>g>s <strong>and</strong> <str<strong>on</strong>g>regi<strong>on</strong>al</str<strong>on</strong>g> follow-up indicators:<br />

(i) Ec<strong>on</strong>omic circumstances have not favoured Latin America <strong>and</strong> <strong>the</strong> Caribbean in <strong>the</strong> five years for<br />

which <strong>the</strong> M<strong>on</strong>tevideo C<strong>on</strong>sensus has been implemented. In this period, <strong>and</strong> mainly its latter part,<br />

<strong>the</strong> declining poverty trend observed in <strong>the</strong> past decade has been reversed <strong>and</strong> income inequality<br />

has narrowed more <strong>and</strong> more slowly. This is due to a sharp rise in poverty in some countries with<br />

large populati<strong>on</strong>s. N<strong>on</strong>e<strong>the</strong>less, poverty <strong>and</strong> income inequality have c<strong>on</strong>tinued to decline in most <strong>of</strong><br />

<strong>the</strong> regi<strong>on</strong>’s countries, albeit more <strong>and</strong> more slowly.<br />

(ii) Negative macroec<strong>on</strong>omic results in some countries have been reflected in rising unemployment <strong>and</strong><br />

c<strong>on</strong>tinuing high levels <strong>of</strong> informality. C<strong>on</strong>versely, basic electricity <strong>and</strong> running water infrastructure,<br />

whose coverage was already high, has c<strong>on</strong>tinued to exp<strong>and</strong>. N<strong>on</strong>e<strong>the</strong>less, <strong>the</strong> deficiencies <strong>of</strong> basic<br />

sanitati<strong>on</strong> services remain a huge challenge for <strong>the</strong> regi<strong>on</strong>, not <strong>on</strong>ly because <strong>of</strong> <strong>the</strong> health implicati<strong>on</strong>s,<br />

but also because <strong>of</strong> <strong>the</strong> issue <strong>of</strong> envir<strong>on</strong>mental damage.<br />

(iii) The regi<strong>on</strong>’s countries have not taken full advantage <strong>of</strong> a demographic situati<strong>on</strong> in which <strong>the</strong> age<br />

structure is favourable to ec<strong>on</strong>omic growth. However, <strong>the</strong>re has been c<strong>on</strong>siderable progress in local<br />

planning <strong>and</strong> in <strong>the</strong> integrati<strong>on</strong> <strong>of</strong> populati<strong>on</strong> issues into <strong>the</strong> development agenda, chiefly as regards<br />

medium- <strong>and</strong> l<strong>on</strong>g-term planning for populati<strong>on</strong> ageing.<br />
