Draft first regional report on the implementation of the Montevideo Consensus on Population and Development

This draft report seeks to give an account of progress in the implementation of the priority measures of the Montevideo Consensus on Population and Development in the region, as well as the differences between countries in terms of the degree of implementation. By highlighting relevant national experiences, it also seeks to facilitate the exchange of good practices among countries so that they can benefit from each other in their efforts to advance the implementation of the actions of the Montevideo Consensus.

Chapter III<br />

Ec<strong>on</strong>omic Commissi<strong>on</strong> for Latin America <strong>and</strong> <strong>the</strong> Caribbean (ECLAC)<br />

There has been some progress in territorial development policies <strong>and</strong> strategies in <strong>the</strong> past five years,<br />

although not <strong>of</strong> <strong>the</strong> same magnitude in all <strong>the</strong> countries. Overall, since 2013 several countries have improved<br />

<strong>the</strong>ir existing policies or introduced new <strong>on</strong>es. The preparati<strong>on</strong> <strong>of</strong> this analysis included research <strong>on</strong> <strong>the</strong><br />

existence <strong>of</strong> nati<strong>on</strong>al territorial development policies or strategies in <strong>the</strong> countries. 117 Colombia <strong>and</strong> Uruguay<br />

indicated that <strong>the</strong>y lack this definiti<strong>on</strong> <strong>and</strong> <strong>the</strong>ir legislati<strong>on</strong>, plans or strategies <strong>on</strong>ly menti<strong>on</strong> some <strong>the</strong>mes<br />

relating to territory. The o<strong>the</strong>r countries have some type <strong>of</strong> territorial development policy or strategy (see<br />

table III.7). According to <strong>the</strong> informati<strong>on</strong> available, <strong>on</strong>ly three countries have a nati<strong>on</strong>al territorial development<br />

policy: Argentina, Brazil <strong>and</strong> Ecuador. In <strong>the</strong> remaining countries, initiatives are included in nati<strong>on</strong>al policies<br />

or linked to those that include definiti<strong>on</strong>s <strong>of</strong> territorial development although <strong>the</strong>y do not represent a clear<br />

nati<strong>on</strong>al policy or strategy (see table III.7).<br />

experiences. Brazil has programmes under <strong>the</strong> 2016-2019 Multi-Year Plan which c<strong>on</strong>sider territory a key<br />

element <strong>of</strong> sustainable development <strong>and</strong> <strong>of</strong> human coexistence <strong>and</strong> <strong>the</strong> reducti<strong>on</strong> <strong>of</strong> territorial inequalities.<br />

The 2012-2015 Multi-Year Plan incorporated <strong>the</strong> major challenge <strong>of</strong> following up <strong>the</strong> nati<strong>on</strong>al development<br />
