Draft first regional report on the implementation of the Montevideo Consensus on Population and Development

This draft report seeks to give an account of progress in the implementation of the priority measures of the Montevideo Consensus on Population and Development in the region, as well as the differences between countries in terms of the degree of implementation. By highlighting relevant national experiences, it also seeks to facilitate the exchange of good practices among countries so that they can benefit from each other in their efforts to advance the implementation of the actions of the Montevideo Consensus.

Besides <strong>the</strong> c<strong>on</strong>tributi<strong>on</strong> <strong>of</strong> c<strong>on</strong>diti<strong>on</strong>al transfer programmes to reducing poverty or mitigating its rise, as<br />

described in secti<strong>on</strong> III.A, <strong>the</strong>se programmes make fur<strong>the</strong>r c<strong>on</strong>tributi<strong>on</strong>s in <strong>the</strong> case <strong>of</strong> this group because <strong>the</strong>y<br />

include o<strong>the</strong>r benefits directly targeted at children <strong>and</strong> adolescents (nutriti<strong>on</strong>, health check-ups, birth registrati<strong>on</strong>,<br />

identity documents, etc.), leading to improvements in <strong>the</strong>se dimensi<strong>on</strong>s, which are covered by a number <strong>of</strong> o<strong>the</strong>r<br />

priority measures <strong>of</strong> chapter B <strong>of</strong> <strong>the</strong> M<strong>on</strong>tevideo C<strong>on</strong>sensus <strong>on</strong> Populati<strong>on</strong> <strong>and</strong> <strong>Development</strong>, such as numbers<br />

7, 9 <strong>and</strong> 10. In additi<strong>on</strong>, because requirements are laid down for children <strong>and</strong> adolescents in exchange for benefits<br />

(vaccinati<strong>on</strong>, school attendance, participati<strong>on</strong> in training courses, etc.), <strong>the</strong>y have also c<strong>on</strong>tributed to fulfilment <strong>of</strong><br />

o<strong>the</strong>r priority measures <strong>of</strong> <strong>the</strong> M<strong>on</strong>tevideo C<strong>on</strong>sensus <strong>on</strong> Populati<strong>on</strong> <strong>and</strong> <strong>Development</strong>. 21 Lastly, <strong>the</strong>se programmes’<br />

direct relati<strong>on</strong>ships <strong>and</strong> regular, multifaceted interacti<strong>on</strong>s with historically underdeveloped <strong>and</strong> excluded populati<strong>on</strong>s<br />

have enabled <strong>the</strong>m to act as a bridge towards incorporati<strong>on</strong> into a wider network <strong>of</strong> protecti<strong>on</strong> <strong>and</strong> have multiplied<br />

<strong>and</strong> broadened out this group’s opportunities for social integrati<strong>on</strong> <strong>and</strong> <strong>the</strong> exercise <strong>of</strong> rights (ECLAC, 2017a, p. 60).<br />

The multidimensi<strong>on</strong>al character <strong>of</strong> <strong>the</strong>se programmes (which was c<strong>on</strong>solidated in <strong>the</strong> reference period) <strong>and</strong><br />

specific acti<strong>on</strong>s <strong>of</strong> a sectoral or <strong>the</strong>matic nature have c<strong>on</strong>tributed to fulfilment <strong>of</strong> priority measures 7, 9 <strong>and</strong> 10 <strong>of</strong><br />

<strong>the</strong> M<strong>on</strong>tevideo C<strong>on</strong>sensus <strong>on</strong> Populati<strong>on</strong> <strong>and</strong> <strong>Development</strong>, despite <strong>the</strong> adverse business cycle in <strong>the</strong> period<br />

examined. This is <strong>the</strong> case with childhood mortality, 22 which declined systematically at <strong>the</strong> <str<strong>on</strong>g>regi<strong>on</strong>al</str<strong>on</strong>g> level from<br />

18.7 per 1,000 in 2013 to 18.3 in 2014 <strong>and</strong> 17.9 in 2015; with child labour, which declined from 8.8% in 2012<br />

to 7.3% in 2016; 23 <strong>and</strong> with primary <strong>and</strong> sec<strong>on</strong>dary educati<strong>on</strong> coverage, which exp<strong>and</strong>ed not <strong>on</strong>ly at <strong>the</strong> aggregate<br />

There are also specific c<strong>on</strong>diti<strong>on</strong>al transfer or support programmes for this age group, such as Youth in Acti<strong>on</strong>, which c<strong>on</strong>tributes to <strong>the</strong> maintenance <strong>of</strong> young<br />

people receiving occupati<strong>on</strong>al training in instituti<strong>on</strong>s such as <strong>the</strong> Nati<strong>on</strong>al Apprenticeship Service (SENA) in Colombia, <strong>the</strong> Mi Beca Segura programme <strong>of</strong> study<br />

grants in Guatemala <strong>and</strong> <strong>the</strong> Cuna Más nati<strong>on</strong>al programme in Peru, which aims at improving <strong>the</strong> all-round development <strong>of</strong> children aged under 36 m<strong>on</strong>ths.<br />
