the 1928 Kellogg-Briand
Pact, which prohibited war
of aggression, and the 1907
Hague Convention (III),
which prohibited the
initiation of hostilities without
explicit warning, since the
U.S. was officially neutral
and was attacked without
a declaration of war or
an ultimatum at that time. In
addition, Japan violated
the Four-Power Treaty by
attacking and invading the
U.S. territories of Wake
Island, Guam, and
the Philippines which
began simultaneously with
the attack on Pearl Harbor.
