Thomas Hammarberg is the Council of Europe<br />
Commissioner for Human Rights since April 2006.<br />
Previously he has held positions as Secretary General<br />
of Amnesty International, Swedish Save the<br />
Children and the Olof Palme International Center.<br />
As ambassador he advised the Swedish government<br />
on human rights issues. He has also served as the<br />
Special Representative of the UN Secretary General<br />
for Human Rights in Cambodia. Other UN tasks have<br />
included membership in the first UN Committee on<br />
the Rights of the Child. Furthermore, he has acted<br />
as Regional Adviser for Europe, Central Asia and the<br />
Caucasus of the UN High Commissioner for Human<br />
Rights. Being a former journalist and teacher he has<br />
published widely on various human rights issues<br />
and continues <strong>to</strong> write a personal Viewpoint every<br />
fortnight.<br />
ME: Mr. Commissioner, your role is seen as exceptional<br />
within the European LGBT movement<br />
in terms of how courageously you bring up<br />
LGBT issues at the Council of Europe. What has<br />
changed within the Council of Europe that has<br />
enabled you <strong>to</strong> bring issues up so much more<br />
boldly compared with a few years ago?<br />
TH: As our office is independent, it can more easily<br />
build on and put forward the human rights standards<br />
that are agreed upon in the Council of Europe,<br />
be that the European Convention on Human<br />
Rights or the European Social Charter. It is for me<br />
quite obvious that discrimination based on sexual<br />
orientation or gender identity is unacceptable. It<br />
is sad that it has taken a long time <strong>to</strong> be seen as<br />
obvious.<br />
ME: How do you think your input can be imprinted<br />
