Council signs on dotted line for new HQ<br />

Aplain­looking document 3cm thick<br />

itemises the $42,249,496 construction<br />

cost of <strong>Ashburton</strong>’s new civic and library<br />

centre.<br />

The total cost of the building is $56.75<br />

million, after adding costs for architects,<br />

building consents, aproject manager<br />

and $5m for contingencies.<br />

<strong>Ashburton</strong> district Mayor Neil Brown<br />

has signed every page of the<br />

construction contract and said it was<br />

exciting to be under way after many<br />

years of planning.<br />

Naylor Love will construct the legacy<br />

building, which will include the<br />

<strong>Ashburton</strong> District Council’s<br />

administration headquarters and public<br />

library.<br />

The two parties met onsite last week,<br />

where 180 piles have already been<br />

screwed into the ground on the corner of<br />

Havelock Street and Baring Square<br />

East.<br />

Earthworks and reinforcing work will<br />

continue until July, when the timber<br />

frame of the new build will begin to rise.<br />

Graeme Earl said the company was<br />

thrilled to be delivering such amajor<br />

project for the district. The centre<br />

would serve residents for decades to<br />

come and use some of the latest<br />

technologies in modern construction.<br />

The official signing of the contract was<br />

abig occasion for council and the wider<br />

community. It has followed more than a<br />

decade of site consideration and<br />

consultation.<br />

Mr Brown said Naylor Love had a<br />

great track record and experience in<br />

timber frame builds, as well as in<br />

artesian well heating and cooling, which<br />

were key components of the new facility.<br />

Aunique part of the building was how<br />

it would incorporate historic Pioneer<br />

Hall on Havelock Street.<br />

The red brick hall will be swallowed<br />

by the new build. Walls and trusses will<br />

be strengthened, and the roof replaced<br />

with glass; it will be areading nook<br />

connected to the children’s library.<br />

Local sub­contractor GDC has piled<br />

around the hall. Special vibration<br />

monitoring was undertaken to ensure<br />

the building would not be damaged.<br />

And so far, so good.<br />

Pioneer Hall was built in 1916 and is<br />

an important part of the town’s social<br />

history. It was built as abase for the<br />

<strong>Ashburton</strong> Hospital and Charitable Aid<br />

Board, then used as awomen’s rest<br />

rooms, ataxi office and then<br />

headquarters for Birthright.<br />

Some 200 people are expected to be<br />

working on the civic building when<br />

construction is in full swing.<br />

The three­storey building has been<br />

designed as three separate buildings<br />

and will link to Baring Square East. It<br />

will feature amodern library, council<br />

chambers and office space for staff.<br />

It has been designed to celebrate<br />

views of the alps with colours and<br />

materials inspired by the district’s<br />

rivers, farm land and high country.<br />

Construction will be captured by a<br />

time­lapse camera fixed to the town<br />

clock in Baring Square.<br />

New roads nod<br />

to local history<br />

‘‘You learn something every dayatcouncil,’’<br />

said Cr John Falloonwhen the <strong>Ashburton</strong><br />

DistrictCouncil signed off on aroad name<br />

chosenbecauseofapotato.<br />

Councilapproved the name Burbank<br />

Place,named after the Burbank potato that<br />

was grown extensively by Allan Lochhead on<br />

the farmland that now comprises Camrose<br />

Estate.<br />

Arrowsmith Drivewas also approved as<br />

the name of another road for the estate,<br />

which is inMethven.<br />

Arrowsmith Driveisathroughroad from<br />

MemorialCrescent and namedafterone of<br />

the directors of Camrose (Philip Wareing),<br />

who also ownsArrowsmith Station. The<br />

developers sayitisanoblique reference to<br />

Mr Wareing’s huge contributiontoMid<br />

Canterbury and Methven.<br />

BurbankPlaceis ashort cul­de­sac in the<br />

estate.<br />

In another road nameapproval,<br />

councillors gavethe nod to aroad in stage 14<br />

atLakeHoodtobeknown as Kennedy Quay,<br />

after Graham Kennedy. Mr Kennedy was<br />

involvedwith the establishmentofLake<br />

Hood and whohad recently retired as<br />

chairman of the Lake HoodExtension Trust.<br />

Hood Drive.AU­shaped island has<br />

propertiesthat are surrounded by water; the<br />

other road iscalled BridgewaterQuay.<br />

Cr Falloon said Kennedy Quay wasa<br />

fitting name as Mr Kennedy played abig part<br />

in creating an amazingasset forthe district.<br />

Frustration over<br />

race closure<br />

Afarming couple frustrated at delays over<br />

their request to close astockwater race that<br />

runsthrough their property put theircase in<br />

personto<strong>Ashburton</strong> District Councillors.<br />

Bevand Lindsay Bagrie say six of eight<br />

peopleaffected by the racewantitclosed<br />

and they have already spent $4400 toapply<br />

for consent to divert it.<br />

They had also successfully applied to close<br />

severalother races on theirfarm, in line<br />

with council andEnvironment Canterbury’s<br />

aimstoclose open water races.<br />

Mr Bagrie said they hadstarted the<br />

current process at the end of last year.<br />

Councilinfrastructure services manager<br />

NeilMcCann said staff were processing the<br />

closure application,and it was a<br />

complicatedmatter. It involved Moffats<br />

Drain, which wasadministeredbyEcan.<br />

Councilstaff were contacting property<br />

ownerstoverify whatthey hadsaid in earlier<br />

consultation.<br />

‘‘Wealso believe there are somewetlands<br />

involved,and eelslive in the wetlands.’’<br />

He said staffwerefollowing council<br />

guidelines andpolicy. ‘‘Wehave apersonat<br />

the end with no alternative supply.’’<br />
