Council signs on dotted line for new HQ
Aplainlooking document 3cm thick
itemises the $42,249,496 construction
cost of Ashburton’s new civic and library
centre.
The total cost of the building is $56.75
million, after adding costs for architects,
building consents, aproject manager
and $5m for contingencies.
Ashburton district Mayor Neil Brown
has signed every page of the
construction contract and said it was
exciting to be under way after many
years of planning.
Naylor Love will construct the legacy
building, which will include the
Ashburton District Council’s
administration headquarters and public
library.
The two parties met onsite last week,
where 180 piles have already been
screwed into the ground on the corner of
Havelock Street and Baring Square
East.
Earthworks and reinforcing work will
continue until July, when the timber
frame of the new build will begin to rise.
Naylor Love regional manager
Graeme Earl said the company was
thrilled to be delivering such amajor
project for the district. The centre
would serve residents for decades to
come and use some of the latest
technologies in modern construction.
The official signing of the contract was
abig occasion for council and the wider
community. It has followed more than a
decade of site consideration and
consultation.
Mr Brown said Naylor Love had a
great track record and experience in
timber frame builds, as well as in
artesian well heating and cooling, which
were key components of the new facility.
Aunique part of the building was how
it would incorporate historic Pioneer
Hall on Havelock Street.
The red brick hall will be swallowed
by the new build. Walls and trusses will
be strengthened, and the roof replaced
with glass; it will be areading nook
connected to the children’s library.
Local subcontractor GDC has piled
around the hall. Special vibration
monitoring was undertaken to ensure
the building would not be damaged.
And so far, so good.
Pioneer Hall was built in 1916 and is
an important part of the town’s social
history. It was built as abase for the
Ashburton Hospital and Charitable Aid
Board, then used as awomen’s rest
rooms, ataxi office and then
headquarters for Birthright.
Some 200 people are expected to be
working on the civic building when
construction is in full swing.
The threestorey building has been
designed as three separate buildings
and will link to Baring Square East. It
will feature amodern library, council
chambers and office space for staff.
It has been designed to celebrate
views of the alps with colours and
materials inspired by the district’s
rivers, farm land and high country.
Construction will be captured by a
timelapse camera fixed to the town
clock in Baring Square.
