This delightful true-crime caper comes<br />
bolstered by aterrific lead performance from<br />
Jim Broadbent, rattling about the red-brick<br />
terraces of early 1960s Newcastle. He plays<br />
Kempton Bunton, wannabe playwright and<br />
soapbox revolutionary, a man who prefers<br />
ChekhovtoShakespearebecause he feels that<br />
the Bard wrote too many plays about kings.<br />
By night he’s sitting up in bed reading books<br />
by George Orwell. Byday he’s fighting for the<br />
commonman,trying to fightthe English class<br />
system.Aninterestingman!<br />
His poor wife is played by Helen Mirren,<br />
DorothyBuntonisconstantly cleaningupthe<br />
mess left by her husband. Often welcoming<br />
him home from jail.<br />
It’s a quiet movie, very English and very<br />

care of the civil services.<br />

wasthanks to the contractors that<br />
theproject has gonesosmoothly and<br />
is set to be completedonschedule.<br />
‘‘The project overall is going really<br />
welland is on time, Thompsons have<br />
done agreat job at keepingtothe<br />
programme, they seem to be across<br />
everything, likeall the procurement<br />
of materials which is such abig thing<br />
at the moment.’’<br />
There is no set date for the<br />
opening but Sally said it will be later<br />
this year, before Christmas.<br />

<strong>Ashburton</strong>District Council has<br />
approved theclosure of astockwater<br />
race in theLongbeachRoad/<br />
Willowby area that was first<br />
considered for closure nearlyfour<br />
years ago.<br />
The race is fedfrom ajunctionat<br />
<strong>31</strong>0Longbeach Road, and runs for a<br />
totaldistance of 1.5km.<br />
It often dries upfor two to three<br />
weeks at atime andisnot seen as a<br />
reliablesourceofstockwater.<br />
Of the six affectedproperty owners,<br />
fivehave consented to theclosure.<br />
Areport recommendingthe closure<br />
proceed was first considered at a<br />
council meeting in July 2018.<br />
Property owner Sheryland Hal<br />
Stivens made apresentation at the<br />
meetingexpressing their concerns for<br />
theloss of bio diversity, freshwater<br />
ecological and aesthetic values<br />
should therace beclosed and the<br />
decision wasmade to keep it open.<br />
They also expressedtheir wish to<br />
retain the historic water race to<br />
provide drainage during big weather<br />
events, to prevent flooding of land<br />
androads.<br />
Duetotheconcernsraised by the<br />
Stivens,Aquatic Ecology Limited was<br />
commissioned to undertakeafull<br />
ecologicalassessmentofthe section<br />
of race to be closed, andidentify<br />
any ecological values and<br />
recommendationsifrequired.<br />
The assessment report<br />
concluded theecologicalvalues<br />
in theracewere low.<br />
Sixrecommendations<br />
included the relocationofany<br />
fish found in therace should the<br />
closure proceed.<br />

Themain building is completely<br />
enclosed and Sally said they are<br />
fitting out the ventilation system and<br />
working on the entrance. ‘‘The<br />
entrance wayiscomplex, getting that<br />
closedinisquite alot of work, this is<br />
all veryspecifictoKmart andwhat<br />
they want.’’<br />
An electric vehicle station will be<br />
includedonsite with provisionfor<br />
six vehicles.<br />
The closure will also notimpact<br />
detrimentally on drainage or storm<br />
waterandthe affected parties will be<br />
requestedtoleave the race as aswale.<br />
Councillors Angus McKay and<br />
RodgerLetham said agood ecological<br />
report had been written anda<br />
thoroughprocess had been followed<br />
by council.<br />
It was time to move on with the race<br />
closure,bothsaid.<br />
Councillor Leen Braam said he<br />
thought it unfair to make adecision<br />
without the Stivens beingatthe<br />
meeting.<br />
The couple had notbeen informed<br />
by council thewater race closure was<br />
to be discussed and he believed that<br />
was unfair.<br />
He voted against the closure<br />
recommendedbycouncil staff and<br />
was the only councillortodoso.<br />
