whole. Taken together, these figures represent a typical, slow, post-recovery gain<br />

from the 13% decline in 2007 and 2008, when the effects <strong>of</strong> the recession were<br />

sharply felt in charitable giving.<br />

In 2010, the fastest growing areas <strong>of</strong> giving nationally were international giving,<br />

education, the arts, and public-society benefit organizations. Giving to the arts,<br />

humanities and culture rose to 4.1% <strong>of</strong> all charitable giving reaching a total <strong>of</strong><br />

$13.28 billion nationally, following years <strong>of</strong> a falling share <strong>of</strong> all giving (all figures<br />

adjusted for inflation).<br />

Closer to home, the <strong>Wisconsin</strong> Arts Board has lost its status as a state agency and<br />

been reorganized as a part <strong>of</strong> the Department <strong>of</strong> Tourism. It has experienced sharp<br />

funding cuts and staff reductions and has lost its statewide Percent for Art Program.<br />

The Dane County <strong>Cultural</strong> Affairs Commission projects a 20% reduction <strong>of</strong> its private<br />

funding and a 6+% reduction <strong>of</strong> public funding. The <strong>City</strong> <strong>of</strong> <strong>Madison</strong> is grappling<br />

with a $5.6 million reduction in state aid and a need to find $11 million in cuts.<br />

Reductions at the state and national arts agency levels alone will take over half a<br />

million dollars out <strong>of</strong> <strong>Madison</strong>’s creative economy; cuts to public schools (including<br />

<strong>Madison</strong> School Community Recreation) and higher education will take much more.<br />
