every unit <strong>of</strong> local government wishing to participate would be assessed a<br />
membership fee equal to $.50 per resident per year.<br />
• Founding governors should be chosen for real ability to contribute passion,<br />
time, ideas, or resources. They should immediately be trained in the roles and<br />
functions <strong>of</strong> local arts/cultural agencies, so they have models in mind in going<br />
forward. Care should be taken to diversify leadership in terms <strong>of</strong> race/ethnicity,<br />
gender, and age. Artists and creative workers should be drawn from the full<br />
spectrum <strong>of</strong> disciplines in the arts, science, and history.<br />
