d. The Minister or an immigration officer may, in his or her absolute discretion, grant a visa<br />

of a different class or type to a person to whom E2.45 (b) applies.<br />

<strong>New</strong> <strong>Zealand</strong> Aid Programme (NZAP)-supported students and their partners, and the<br />

dependent children of NZAP-supported students and/or their partner will not be granted a<br />

temporary entry class visa in the two year period following completion of the NZAP student's<br />

scholarship, unless they have written approval from the Ministry of Foreign Affairs and Trade<br />

(with the exception of a work visa to complete course requirements or a short-term visitor<br />

visa) (see U11).<br />

E2.55 Restriction on the grant of visas, to Robert Mugabe, President of<br />

Zimbabwe, and his close associates<br />

a. Ordinarily, none of the persons named on the list held at Appendix 5 of immigration<br />

instructions may be granted a visa and entry permission (including a transit visa).<br />

b. Appendix 5 contains persons who:<br />

i have acted in, or are acting in the role specified; or<br />

ii are, or have been, close associates of Robert Mugabe, President of Zimbabwe.<br />

c. Student visas may not be granted to Zimbabwean citizens who are:<br />

i aged 18 and over at the date their application is determined; and<br />

ii the children of persons named on the list held at Appendix 5 of immigration<br />

instructions.<br />

d. Notwithstanding (a), (b) and (c) above, where special circumstances exist (supported by<br />

cogent and reliable evidence) INZ may nonetheless grant a visa and entry permission to<br />

such a person.
