E11 EXCHANGE SCHEME<br />

E11.1 Objectives<br />

The objectives of <strong>New</strong> <strong>Zealand</strong>'s exchange scheme instructions are:<br />

a. to foster international goodwill and cultural understanding; and<br />

b. to provide opportunities for <strong>New</strong> <strong>Zealand</strong>ers to gain experience from different cultural,<br />

educational and vocational perspectives through reciprocal agreements.<br />

E11.5 Classes of exchange scheme<br />

There are two classes of exchange schemes:<br />

a. Approved exchange schemes: INZ formally approves the terms and conditions of these<br />

schemes (E11.10 and E11.45).<br />

b. Government-to-government exchange agreements: formal agreements signed by <strong>New</strong><br />

<strong>Zealand</strong> and other countries.<br />

E11.10 Approved work exchange schemes<br />

Effective 29/11/2010<br />

a. Approved work exchange schemes allow participants to undertake employment for gain or<br />

reward during all or part of their stay.<br />

b. There are up to 1000 places annually for participants in approved work exchange<br />

schemes.<br />

c. Approved work exchange schemes must operate under the auspices of responsible<br />

organisations that have satisfied INZ that appropriate arrangements have been made for<br />

the accommodation, maintenance and welfare of the exchange participants and any<br />

accompanying dependants.<br />

E11.15 Requirements for approved work exchange schemes<br />

E11.15.1 Reciprocity<br />

a. Exchanges must be reciprocal in terms of both:<br />

i the number of foreign and <strong>New</strong> <strong>Zealand</strong> exchange participants each year; and<br />

ii the granting of permission for <strong>New</strong> <strong>Zealand</strong> participants to visit other countries for<br />

equivalent periods, under similar terms and conditions.<br />

b. Normally, the total number of incoming exchange participants in any 24-month period is<br />

approximately equal to the number of outgoing <strong>New</strong> <strong>Zealand</strong> participants.<br />

Note: INZ may approve a longer period than 24 months if particular organisers make a<br />

satisfactory case.
