This would be a check against carelessness in taking care <strong>of</strong> <strong>the</strong>se printed<br />

pamphlets.<br />

In view <strong>of</strong> this state <strong>of</strong> things, I am <strong>of</strong> <strong>the</strong> opinion that <strong>the</strong> law, in <strong>the</strong><br />

forms referred to, should be furnished b}' <strong>the</strong> operators, just <strong>the</strong> same as<br />

is required by <strong>the</strong> English law.<br />

General and Special Rules.<br />

The mining law <strong>of</strong> England, and <strong>of</strong> most o<strong>the</strong>r great mining countries,<br />

require that general and special rules l)e posted up at each colliery. This<br />

is also a requirement which <strong>the</strong>y have found necessary from many j^ears<br />

<strong>of</strong> actual experience, and our experience here, proves <strong>the</strong> necessity <strong>of</strong> a<br />

similar provision. Whenever any amendment will be made, in our pres-<br />

ent mining law, this matter ought to be one <strong>of</strong> its new features, as it is<br />

much needed. This amendment is certain to be adopted, sooner or later,<br />

and I think that <strong>the</strong> sooner it is done <strong>the</strong> better it will be for all concerned,<br />

and <strong>the</strong>re can be no valid objection to such an amendment.<br />

Coal Prodiietion for 1877.<br />

Coal returned as having been sent to market, o,83fi,164 tons; <strong>coal</strong> re-<br />

turned as liaving been consumed at mines and sold as local sales, equal to<br />

103,107 tons in a production <strong>of</strong> 1,579,127 tons; <strong>coal</strong> estimated as consumed<br />

with <strong>the</strong> balance <strong>of</strong> production at <strong>the</strong> same rate as returned above,<br />

141,05(i tons, equal to six per cent, <strong>of</strong> <strong>the</strong> said ])roduction; total quantity<br />

<strong>of</strong> <strong>coal</strong> mined in tons <strong>of</strong> 2,240 pounds during <strong>the</strong> year, equals 4,080,327 tons.<br />
