Public Information Booklet 4. Foundation Proponent Layout Options To assist the Traditional Owners in understanding the differences between a site north of James Price Point and south of James Price Point, Woodside as the potential foundation LNG development proponent prepared some alternative layouts which were presented at the meeting to traditional Owners on 14 August 2009. The basic steps undertaken in putting together the layouts were: 1. Identify the environmental issues on country and in the saltwater to be considered (e.g. monsoonal vine thickets, creeks, sea grass areas, etc); 2. Identify registered Aboriginal heritage sites (as recorded by the Department of Indigenous Affairs); 3. Review water catchments; and 4. Review water depth and land height along with knowledge of ground conditions (geology) to locate the LNG facilities, port and associated infrastructure; The following diagrams outline this process for: 1. Northern James Price Point Site Option; 2. Southern James Price Point Site Option 1; and 3. Southern James Price Point Site Option 2 The southern James Price Point Site Option 1 aligns with the southern option from the Stateís master plan work. The other two sites were developed to enable a full range of sites to be presented from the north of James Price Point to the south of James Price Point. The information presented is intended to assist in Traditional Owners in making a decision in relation to the approximate location of the Precinct and it is fully recognised that further discussions will be required before a final layout is agreed. Further discussion is required to assist in reaching a mutual understanding to balance cultural heritage and environmental aspects that are important to the Traditional Owners, the wider community and the requirements for an LNG Precinct. The more detailed plant layout and design issues will form part of the Heritage Protection Agreement between the KLC, the State and Woodside. This Agreement will set out the process to move from an approximate location for the Precinct through to layouts for the Precinct and the plants/facilities within it. Figure 8 shows the key onshore environmental issues on country. This was combined with information from marine surveys about saltwater country (not shown) that indicated there were larger areas of seagrass to north of James Price Point which was consistent with dugong surveys that indicated they were also to the north of James Price Point. Based on the environmental issues identified, several shore crossing points were identified that minimise impacts on registered Aboriginal heritage sites. Also exit points for the shipping channel were identified to assist in minimising the amount of dredging. These are shown in Figure 9. 5279225 21
Public Information Booklet The potential channel openings were then combined with the potential shore crossings to generate the three alternative sites for north of James Price Point (Figure 10), south of James Price Point Option 1 (Figure 11) and Option 2 (Figure 12). Figure 15 provides additional detail based on southern Option 1. This figure includes a port layout option, approximate location of the LNG trains for the foundation proponent. The LNG tanks are located about 750 metres (approximately half a mile) from the coast and the LNG trains are about 1,100 metres (0.7 of a mile or 1,200 yards).
