In general, proponents can put management measures in place to control the conduct of workers through the contracts it has in place for construction as well as the individual contracts it has in place with direct employees. Construction The vast majority of the construction workforce is likely to be fly-in, fly-out and accommodated within a dedicated camp. Some workers may be drawn from the existing Broome labour force but in the absence of skills profile information being available for the region in the first instance, this is difficult to comment on at this stage. Typically it is only once the various contractors are appointed for construction phase packages that the project proponent will have a better idea of where workers are likely to be sourced from. 5279225 89
Public Information Booklet In general however, it is anticipated that all fly-in, fly-out workers, with the exception of day workers, will be housed in a fully serviced construction camp. Access to the surrounding environment external to the site facility by personnel will be limited to environmental monitoring and emergency response. Uncontrolled recreational use to external areas will be restricted for site personnel. It is anticipated that workers (including day workers) will be transported to and from the site. This will be done to minimise traffic to and from the site as well as a fatigue management strategy. At this stage, the construction camp facilities are expected to include: � Individual serviced rooms for personnel; � Catering services within a common canteen; � Wet mess; � Recreational facilities such as a gym, swimming pool, sporting field and entertainment rooms; � Medical centre; � Laundry; and � A shop. Operations The operational phase at the Precinct is also likely to be predominantly fly-in, fly-out at the commencement of operations. However, this may change over time. It is also likely that a proportion of the workforce will comprise of a day worker contingent, transported to site by bus, with opportunities for some of these positions to be filled locally. Subject to health and safety reasons, some of these locally filled positions may need to be based at the site accommodation facilities according to the shift rotation for fly-in, fly-out workers, i.e. they may not be transported by bus to and from site on a daily basis. Whilst no final decisions have been made at this point in time, it is unlikely that the foundation proponent will seek to build/own houses in Broome for residential workers, in particular those that are required to relocate to Broome. During the operations phase the workforce will be housed within the permanent accommodation facilities near the LNG Precinct. These facilities will incorporate all catering, cleaning and recreational requirements. Access to the surrounding environment external to the site facility by personnel will be limited to environmental monitoring and emergency response.
