nation. Oil production averag<strong>in</strong>g 98,233 barrels per<br />
day (Dec 2010) <strong>and</strong> ref<strong>in</strong><strong>in</strong>g cont<strong>in</strong>ue <strong>to</strong> be important,<br />
but LNG, petrochemicals <strong>and</strong>, <strong>to</strong> a lesser extent, steel<br />
have assumed much greater significance.<br />
The Government <strong>of</strong> Tr<strong>in</strong>idad <strong>and</strong> <strong>Tobago</strong> has made<br />
a commitment <strong>to</strong> actively encourage foreign <strong>in</strong>vestment.<br />
It’s economic policy is directed <strong>to</strong> the development<br />
<strong>of</strong> a robust <strong>and</strong> open market-driven economy.<br />
Trade liberalisation <strong>and</strong> public sec<strong>to</strong>r rationalisation<br />
are be<strong>in</strong>g pursued. Private enterprise is be<strong>in</strong>g strongly<br />
encouraged. While there is State <strong>in</strong>volvement <strong>in</strong> public<br />
utilities <strong>and</strong> <strong>in</strong> oil, gas <strong>and</strong> petrochemicals the Government<br />
is <strong>in</strong>tensify<strong>in</strong>g its efforts at divest<strong>in</strong>g ownership <strong>in</strong><br />
these key areas. Legislation remov<strong>in</strong>g restrictions on<br />
foreign <strong>in</strong>vestment, remov<strong>in</strong>g foreign exchange controls<br />
<strong>and</strong> provid<strong>in</strong>g various <strong>in</strong>centives <strong>to</strong> <strong>in</strong>ves<strong>to</strong>rs has<br />
been enacted.<br />
Tr<strong>in</strong>idadian manufactured goods can be found prom<strong>in</strong>ently<br />
<strong>in</strong> all Caribbean isl<strong>and</strong>s <strong>and</strong> worldwide. The<br />
<strong>Tobago</strong>nian economy relies primarily on <strong>to</strong>urism <strong>and</strong><br />
secondarily on agriculture for domestic consumption.<br />
Tr<strong>in</strong>idad <strong>and</strong> <strong>Tobago</strong> is classified as an upper middle<br />
<strong>in</strong>come country <strong>in</strong> the World Development Report <strong>of</strong><br />
the World Bank. The GDP growth rate is 2.5% <strong>and</strong><br />
the country is now ranked 59th <strong>in</strong> the Human Development<br />
Index.<br />
F<strong>in</strong>ancial System<br />
The f<strong>in</strong>ancial system is well-organised <strong>and</strong> soundlyregulated.<br />
The Central Bank <strong>of</strong> Tr<strong>in</strong>idad <strong>and</strong> <strong>Tobago</strong><br />
determ<strong>in</strong>es monetary policy <strong>and</strong> sets discount rates<br />
<strong>and</strong> reserve requirements. It regulates operations <strong>of</strong><br />
the commercial banks <strong>and</strong> other f<strong>in</strong>ancial <strong>in</strong>stitutions.<br />
There are eight (8) commercial banks with a <strong>to</strong>tal <strong>of</strong><br />
133 branches <strong>and</strong> 203 ABM locations with an asset<br />
base <strong>of</strong> over TT$18 billion.<br />
The ABM bank<strong>in</strong>g system <strong>of</strong>fers access <strong>to</strong> advance<br />
cash withdrawals for VISA, MasterCard <strong>and</strong> VISA Plus<br />
clients as well as enables access <strong>to</strong> accounts from<br />
any ABM. LINX can also be used <strong>to</strong> make purchases<br />
at retail outlets throughout the country. Traveller’s<br />
Cheques <strong>and</strong> Credit Cards are accepted at most establishments.<br />
In addition there are non-bank f<strong>in</strong>ancial<br />
<strong>in</strong>stitutions, merchant banks, f<strong>in</strong>ance houses, trust<br />
companies, mortgage f<strong>in</strong>ance <strong>in</strong>stitutions, mutual<br />
funds <strong>in</strong>clud<strong>in</strong>g a unit trust corporation, a secondary<br />
mortgage company <strong>and</strong> more than thirty (30) <strong>in</strong>surance<br />
companies. The Deposit Insurance Corporation<br />
guarantees deposits up <strong>to</strong> TT$50,000. There is also<br />
the National Insurance System, the Tr<strong>in</strong>idad <strong>and</strong> <strong>Tobago</strong><br />
S<strong>to</strong>ck Exchange <strong>and</strong> the Deposi<strong>to</strong>ry as well as<br />
a number <strong>of</strong> other development f<strong>in</strong>ance <strong>in</strong>stitutions<br />
cater<strong>in</strong>g for Central securities, commercial, agricultural<br />
<strong>and</strong> small bus<strong>in</strong>ess development. The securities<br />
<strong>in</strong>dustry is governed by the Securities <strong>and</strong> Exchange<br />
Commission.<br />
Internationally, Tr<strong>in</strong>idad <strong>and</strong> <strong>Tobago</strong> is a member <strong>of</strong><br />
the International Monetary Fund, the World Bank, the<br />
Inter-American Development Bank, <strong>and</strong> subscribes <strong>to</strong><br />
the General Agreement <strong>of</strong> Tariffs <strong>and</strong> Trade. It is active<br />
<strong>in</strong> a number <strong>of</strong> regional, hemispheric <strong>and</strong> <strong>in</strong>ternational<br />
organisations <strong>and</strong> enjoys a high reputation among<br />
members <strong>of</strong> these bodies.<br />
The Capital <strong>and</strong> other Major Cities<br />
The capital <strong>of</strong> Tr<strong>in</strong>idad <strong>and</strong> <strong>Tobago</strong> is Port <strong>of</strong> Spa<strong>in</strong>,<br />
which is situated <strong>in</strong> the north-west <strong>of</strong> the isl<strong>and</strong> <strong>of</strong><br />
Tr<strong>in</strong>idad. Port <strong>of</strong> Spa<strong>in</strong> sprawls from the Gulf <strong>of</strong> Paria<br />
<strong>in</strong><strong>to</strong> the foothills <strong>of</strong> the rugged Northern Range <strong>and</strong><br />
is the largest city <strong>and</strong> adm<strong>in</strong>istrative capital <strong>of</strong> the<br />
Republic. It is the f<strong>in</strong>ancial centre <strong>of</strong> the country <strong>and</strong><br />
