Protection of Civilians<br />

6.1 : Background.<br />

Over 90 percent of UN peacekeeping personnel are currently deployed<br />

in missions that <strong>the</strong> Security Council has mandated to “protect civilians<br />

under imminent threat of physical violence” 5 . The UN Protection of Civilians<br />

(POC) mandates are without prejudice to <strong>the</strong> responsibility of <strong>the</strong><br />

host government. The host nation, local population and international<br />

community often measure <strong>the</strong> value of a peacekeeping operation, as<br />

well as <strong>the</strong> legitimacy and credibility of <strong>the</strong> UN, based on its success in<br />

protecting civilians. There are a number of actors in <strong>the</strong> mission area who<br />

contribute to <strong>the</strong> POC. However, <strong>the</strong> military component of <strong>the</strong> mission<br />

has a unique role to play in protecting civilians from physical violence.<br />

In this respect, missions with <strong>the</strong> POC mandate are authorized to use “all<br />

necessary means” to prevent, pre-empt and respond to POC concerns,<br />

including <strong>the</strong> use of force.<br />

6.2 : Purpose.<br />

The purpose of this chapter is to outline <strong>the</strong> peacekeeping approach to<br />

protecting civilians, and <strong>the</strong> role that battalions can play in protecting<br />

<strong>the</strong>m and contains some key considerations to take into account when<br />

doing so. Fur<strong>the</strong>r details on how specific tasks of <strong>the</strong> battalion contribute<br />

to POC are provided in Chapter 2 of Volume II. This chapter is most applicable<br />

for battalions deployed to peacekeeping missions with <strong>the</strong> mandate<br />

to “protect civilians under imminent threat of physical violence”.<br />

6.3 : Comprehensive Approach to POC.<br />

In addressing POC concerns, peacekeeping operations need to utilize <strong>the</strong><br />

full range of <strong>the</strong> tools (civilian, military and police) at <strong>the</strong>ir disposal. In this<br />
