• Priority II. A mix of infantry subordinate units from several infantry units<br />
with additional non-organic elements.<br />
• Priority III. An organic arm unit (non-infantry) with a mix of infantry personnel<br />
and o<strong>the</strong>r non-organic elements.<br />
Considering <strong>the</strong> operational challenges and situational requirements, it is<br />
preferable to provide a cohesive, infantry based peacekeeping battalion. It<br />
is pertinent to note that <strong>the</strong> requirement projected through SUR is based<br />
on <strong>the</strong> premise that <strong>the</strong> TCCs will provide an organic infantry battalion duly<br />
augmented with additional elements as given in Priority I. Provision of a<br />
composite battalion (as given in Priority II and III) should be resorted to only<br />
in unavoidable circumstances.<br />
9.4.2 : Self-Sustainment and Reimbursement. The Contingent Owned<br />
Equipment (COE) system was created to support TCCs that deploy units that<br />
can provide and maintain <strong>the</strong>ir own equipment, and be fully self sustaining<br />
in all of <strong>the</strong> categories explained in <strong>the</strong> COE manual. Rates are approved by<br />
<strong>the</strong> General Assembly to reimburse TCCs monthly for equipment and personnel.<br />
9.4.3 : TCC Reconnaissance (recce) and Final Equipment List. When <strong>the</strong>re is<br />
mutual agreement between <strong>the</strong> UN and <strong>the</strong> TCC on units to be deployed, in<br />
accordance with <strong>the</strong> SUR, a TCC recce to <strong>the</strong> mission area will be authorized<br />
and coordinated accordingly. A Policy Directive and an SOP on <strong>the</strong> subject<br />
explains <strong>the</strong> procedure to be followed in a TCC recce. It is expected that <strong>the</strong><br />
TCC will initially bear <strong>the</strong> cost and be reimbursed by <strong>the</strong> UN, following deployment.<br />
A recce report should be agreed by both <strong>the</strong> field mission and <strong>the</strong> TCC.<br />
The field mission <strong>the</strong>n submits <strong>the</strong> mutually agreed recce report to DPKO,<br />
which is followed by submission of <strong>the</strong> final equipment list by <strong>the</strong> TCC. DFS-<br />
MCMS will use <strong>the</strong> final equipment list as <strong>the</strong> basis of <strong>the</strong> draft MOU which<br />
will be negotiated at <strong>the</strong> UN HQ. Once a TCC military capability is deployed,<br />
<strong>the</strong>re is no reimbursement by <strong>the</strong> UN for a subsequent relieving infantry<br />
battalion recce. It is strongly advised that every rotation is supported by a<br />
recce, giving <strong>the</strong> <strong>Battalion</strong> Commander <strong>the</strong> best pre-conditions possible.<br />
9.4.4 : Memorandum of Understanding (MOU) Negotiation Process. The<br />
MOU Negotiation process begins after <strong>the</strong> Office of Military Affairs identifies<br />
a TCC, which has agreed to deploy its unit to a UN peacekeeping mission.<br />
These negotiations are conducted by a team from <strong>the</strong> TCC and concerned<br />
UN HQ staff from various departments and offices consisting of <strong>the</strong> experts<br />
in <strong>the</strong> field of Force Generation, <strong>the</strong> Logistics Support <strong>the</strong> DFS Field Budget
