availability, based on identified needs, in conformity with international law<br />
and humanita ri an principles, as well as internationally established guidelines,<br />
such as <strong>the</strong> Oslo Guidelines, <strong>the</strong> Guidelines on <strong>the</strong> use of Military and<br />
Civil Defence Assets to Support <strong>United</strong> <strong>Nations</strong> Humanita ri an Activities<br />
in Complex Emergencies (MCDA Guidelines) and country/context-specific<br />
guidance where present. Commanders have to be prepared to participate<br />
in <strong>the</strong> dialogue with humanita ri an actors. Potential tasks depend very<br />
much on <strong>the</strong> mission set up and <strong>the</strong> local actors.<br />

2.21 : <strong>United</strong> <strong>Nations</strong> Country Team (UNCT).<br />
The UN Country Team (UNCT) is composed of representatives of operational<br />
UN agencies, funds and programmes that carry out operational<br />
activities for development, emergency recovery and transition, within a<br />
particular country or territory. The UNCT ensures inter-agency coordination<br />
and decision-making at <strong>the</strong> country level. To improve and harness<br />
<strong>the</strong> cooperation, coordination and collaboration between peacekeeping<br />
missions, UN agencies/ UNCT and external partners, particularly in an integrated<br />
mission, <strong>the</strong> Resident Coordinators (RC)/Humanita ri an Coordinators<br />
(HC) have been designated as <strong>the</strong> Deputy Special Representative of<br />
<strong>the</strong> Secretary-General (DSRSG) as part of <strong>the</strong> mission organization. Such<br />
an arrangement ensures integration and synergy amongst all actors in <strong>the</strong><br />
field and fosters congruency and continuity between peacekeeping and<br />
peacebuilding efforts. Some of <strong>the</strong> elements that constitute UNCT include<br />
UNDP, UNHCR, UNHCHR, UN AID, UNICEF, UN Women, UNFPA, WHO, WFP,<br />
ILO, IMF/WB and <strong>the</strong> like. Important functions of UNCT include:<br />
• Facilitating mutually supportive and coordinated activities of <strong>the</strong> UN system<br />
in <strong>the</strong> mission area by developing a clear and shared understanding<br />
of priorities based on <strong>the</strong> overall goal, identifying complementarities<br />
with <strong>the</strong> mission mandate and integrating its collective expertise into<br />
<strong>the</strong> overall political strategy.<br />
• Creating greater strategic coherence and an effective transition from<br />
emergency relief to recovery, reconstruction, institution-building and<br />
longer term capacity-building.
