The arrangements established by <strong>the</strong> <strong>United</strong> <strong>Nations</strong> to direct and manage<br />
its peacekeeping operations are distinct from those of o<strong>the</strong>r organizations,<br />
particularly those only deploying a military capability. This is largely<br />
due to <strong>the</strong> fact that <strong>United</strong> <strong>Nations</strong> peacekeeping has evolved into a complex,<br />
multi-dimensional enterprise with an integrated structure, involving<br />
personnel from a wide range of nationalities, disciplines and professional<br />
cultures pursuing multiple lines of activity. Multi-dimensional, integrated<br />
missions include civilian, police and military components under <strong>the</strong> leadership<br />
of a civilian Head of Mission. In some cases, even relations outside<br />
<strong>the</strong> mission area exist, such as inter-mission cooperation which could be of<br />
relevance es pecial ly for military formations.<br />
