The European Union intends to protect and raise the health status and condition of animals in the Community, in particular food-producing animals, whilst permitting intra-Community trade and imports of animals and animal products in accordance with the appropriate health standards and international obligations. • Preventive health measures on intra-community trade and imports of: • live animals • semen, ova and embryos • products of animal origin • Community legislation on animal diseases: • new Animal Health Strategy to improve the prevention and control of animal disease in the EU • control measures, to be taken as soon as the presence of a disease is suspected • eradication and monitoring programmes, for the diseases that are already within the Community • EU financial contribution • Other activities: • Community Veterinary Emergency Team • identification measures, to guarantee the traceability of the animals According to the European Union animals are sentient beings. The general aim is to ensure that animals need not endure avoidable pain or suffering and obliges the owner / keeper of animals to respect minimum welfare requirements. • Community Action Plan on the Protection and Welfare of Animals 2006-2010 • EU legislation on the protection of animals • on the farm (European Convention for the Protection of Animals kept for Farming Purposes, protection of farmed animals (of chickens kept for meat production, of Meat Sector Study, page 43
Meat Sector Study laying hens, of pigs, of calves intended for slaughter and the keeping of wild animals in zoos) • during transport (community standards on staging points) • at time of slaughter or killing (European Convention on the protection of animals at the time of slaughter, protection of animals at the time of killing, protection of animals used for experimental purposes) • Related international issues • International Animal Welfare Issues • Council of Europe • OIE • Other activities like implementation control of legislation or scientific advice Since the beginning of 2010 an EU funded project “Improving the Consumer Protection against Zoonotic Diseases in Albania” (EUROPEAID/128304/C/SER/AL) is going on and is supporting beside many other aspects also the area of veterinary legislation to assist MAFCP in updating of the veterinary law taking into account the new legal and institutional framework of food safety in Albania. In Albania the legislation on animal health and welfare aspects as well as disease control is in place but often not enforced; for example animal movements are not controlled at all. However, very often policies remain insufficiently implemented and insufficiently enforced mainly due to a lack of advocacy groups and due to weaknesses of public administration. It seems that political ambitions are much stronger than what public administration can manage. (Source: SKRELI, 2007) Official statements are not available as the FVO had no missions to Albania in relation to animal welfare since 2004. Competent authorities The main organisations (competent authorities) in charge of control for food and feed safety, animal health and animal welfare in Albania is the Ministry of Agriculture, Food and Consumer Protection. For the time being there are the following institutions involved on regional and local levels involved: • Regional Directory of Agriculture, Food and Consumer Protection • Regional Directorate of Public Health • Local Veterinary Office Furthermore there are several laboratories dealing with the safety issues such as • National Reference Laboratory, Food Safety & Veterinary Institute • National Reference Laboratory, Public Health Institute • Regional Veterinary Laboratories • Regional Food Laboratories • Regional Public Health Laboratories Actually the NFA is in the process of getting active by hiring office space, staff and by taking over several functions which have been under several authorities in the past. The below chart demonstrates how the organisation of food safety, animal health and plant protection will look alike by the end of 2011; the upcoming 12 regional Food and Plant Protection laboratories will carry out all chemical and physical analyses on food of animal and non – animal origin.
