¿Qué falta ahora para declararlo
totalmente sano?
Falta que siga las órdenes del
médico y se cuide a sí mismo.
Desde el aspecto privado faltan
inversiones, pero ya están
llegando, por ejemplo, con la
recuperación de casas
patrimoniales.
Siguiendo el ejemplo de Duoc
Ya se entendió que lo
patrimonial no se debe recuperar
para convertirlo en museo, ni
demolerlo para llenar de torres.
En Valparaíso hay que recuperar
inmuebles para dedicarlos a
distintas actividades en su
interior; así también se
contribuye a generar empleo, lo
que genera más necesidades y
sigue creciendo la ciudad. Es el
“modelo Duoc”.
¿De qué otra forma está
contribuyendo al desarrollo de
Valparaíso?
Primero está lo que nosotros
hacemos: tenemos 17 mil
estudiantes y creo que
transformar a Valparaíso en
ciudad universitaria en sí tiene un
gran valor, ya que se genera una
cadena productiva tremenda que
da mucho trabajo. Hay una gran
cantidad de profesores en
nuestras sedes, nuestros alumnos
necesitan servicios, algunos de
sus padres compran un
departamento para que vivan
mientras estudian y luego lo
arriendan en el verano… así, la
ciudad vuelve a habitarse.
En este escenario, ¿cuál es el rol
del sector público?
Desde el sector público se ha
hecho bastante: el plan de
recuperación de ascensores, la
reapertura del Palacio Baburizza,
de la Estación Puerto y pronto
del Palacio Subercaseaux. Pero
falta consolidar el aporte directo
del Estado para mantener la
ciudad patrimonial. No se puede
perder toda la experiencia y
conocimiento que ganó el Plan
de Renovación Urbana de
Valparaíso; aunque se cambie el
nombre, debe mantenerse el
concepto de una oficina técnica.
¿De todas las iniciativas
desarrolladas por DuocUC,
cuáles recomienda visitar a
quienes vienen a Valparaíso?
Les recomiendo visitar el Edificio
Cousiño, donde encontrarán una
oficina de información turística
en la que pueden ser asesorados
según sus intereses. Y les
recomiendo que vengan a
quedarse, porque Valparaíso no
es una ciudad que se visita por el
día para tomarse una foto y
luego irse; hay que vivirla y
sentirla, degustarla y olerla,
conocer su cuento y su magia.
¿Entonces, la comunidad quiere
a su ciudad y, además, está
dispuesta a participar en esta
recuperación?
La quieren, pero no saben cómo
demostrarlo. No basta con decir
que “hay que cuidar la ciudad,
mantenerla limpia”. Como dice el
poeta adoptado por la ciudad,
Gonzalo Rojas, no basta con amar
Valparaíso, hay que merecerlo.
Pero se está generando el cambio
y los jóvenes vienen con una
mentalidad distinta. Si se
mantienen todos estos buenos
síntomas, Valparaíso va a volver a
ser la gran ciudad de Chile.

to live while studying and then
rent it in the summer ... well, the
city is inhabited again.
In this scenario, what is the role
of the public sector?
The public sector has shared its
contributions, from the recovery
plan of the ascensores, the
reopening of the Palace
Baburizza, the port station, and
soon the Palace Puerto
Subercaseaux. However, the
state's failure is to consolidate
the direct contributions to
maintain the heritage city. It is
impossible to lose all of the
experience and knowledge that
was gained by the Urban Renewal
Plan Valparaíso, even the name
changes, the concept of
technical office must be kept.
Of all the initiatives developed
by DuocUC, which would you
recommend for those who are
visiting Valparaiso?
I recommend they visit the
Cousiño Building, there they will
find a tourist office where they
can be advised according to their
interests. And I recommend they
come and stay because
Valparaíso is not a city you can
visit for the day, take a photo
and then go. You have to live it
and feel it, taste it and smell it,
know its story and its magic.
So, the community loves their
city and also is willing to
participate in this recovery?
The want to, but do not know
how to show it. It is not enough
to say that "we must take care of
the city, keep it clean." As the
poet adopted by the city,
Gonzalo Rojas, Valparaiso love is
not enough, you have to earn it.
But the change is being generated
and the younger generations are
coming with a different
mentality. If you keep all these
good signs, Valparaiso will return
to being the great city of Chile.
