El puerto de Valparaíso cumplió este año el centenario del inicio de sus obras de construcción, aunque su operación parte en los albores de la Colonia. E N T R E V I S T A / I N T E R V I E W 9 “<strong>Miradores</strong>” conversó con Harald Jaeger, Gerente General de EPV, quien entregó su visión acerca del aporte que la actividad marítima portuaria ha generado en el alma de la ciudad y sus habitantes, así como también los desafíos que enfrenta el competitivo rubro portuario en miras a mejorar los servicios en la exportación e importación de mercancías y de atención de cruceros. Ajustándonos a que Valparaíso es Patrimonio de la Humanidad, ¿De qué manera Puerto Valparaíso colabora con la conservación de la cultura porteña? El puerto de Valparaíso es una industria que le dio origen a la ciudad. Primero fue un muelle y posteriormente se transformó en un sitio de valor comercial, caracterizando el estilo de vida y costumbre de sus habitantes, los turistas, quienes vienen a observar la actividad marítima. Uno de los principales aportes a inicios de la década pasada fue la apertura del recinto portuario durante los días domingo y que más tarde hubo que darle término por el incremento de la actividad, lo que hacía inviable la presencia de ciudadanos por razones de seguridad. Posteriormente se interviene la costanera y se construye el paseo peatonal “Muelle Barón”, catalogado por el Alcalde de la época como un hito. Todo ello se enmarcó en el Programa “Valparaíso Puerto Mío”. Con la modernización del Puerto, ¿Qué resguardo contempla EPV para la ciudad y sus habitantes? Actualmente, el puerto trabaja con cuatro concesionarios para concretar su modernización. El énfasis se ha puesto en determinar el perfil de las empresas que se adjudican estos proyectos, es decir, que cumplan con las exigencias para asegurar un trabajo responsable, de calidad y que en definitiva dichas organizaciones se transformen en un socio estratégico de la comunidad porteña. A su vez, se les ha sugerido privilegiar el trabajo en la ciudad, contratando principalmente a sus habitantes. ¿Es hoy la actividad portuaria el principal campo laboral de los porteños? Sí, el 21% del trabajo en Valparaíso está relacionado directa e indirectamente con la actividad portuaria, y precisamente uno de los aspectos a destacar es que los últimos 12 años no se han registrado movilizaciones que paralicen el puerto, lo que evidencia las buenas relaciones que existen en el puerto, gracias a una labor responsable y comprometida por su desarrollo por parte de los trabajadores, de los concesionarios y de la empresa portuaria propiamente. ¿Cómo era la relación con la comunidad antes de EPV asumiera la administración del puerto en 1998? “Era más distante. Hasta entonces la Empresa Portuaria de Chile tenía una dirección nacional y no había empresas autónomas emplazadas en las ciudades puerto. Luego el cambio enfrentó a cada empresa con su realidad local y los directorios hoy tienen un decidido compromiso con la ciudad que cobija al puerto”. ¿En qué se evidencia esa cercanía? En nuestra permanente preocupación de crear valor para la comunidad, a través de iniciativas de gran trascendencia como la creación de un Puerto Deportivo en el Muelle Barón. Hasta el año 2004 no existía en la bahía de Valparaíso, desde Concón hasta Punta Angeles, ningún lugar donde una persona podía realizar deportes náuticos, ya sea por el oleaje de sus playas o porque sólo existen clubes náuticos privados. Otro ejemplo ha sido el mejoramiento del Muelle Prat, construyendo allí una nueva plaza, baños públicos de primera calidad y soluciones para el acceso seguro de las personas, considerando que por allí ineludiblemente, deben circular camiones.
