A<strong>de</strong>más, tiene la capacidad <strong>de</strong>generar 500 mil egresados en carreras científicasal año.El factor esencial para la radicación <strong>de</strong> nuevasinversiones es el nivel educativo <strong>de</strong> la fuerzalaboral. Especialmente en ciencias. Siguiendoese rumbo los países exitosos atraen inversionescapaces <strong>de</strong> crear empleos calificados ygenerar un círculo <strong>de</strong> prosperidad económicay equidad social.En el 2005, el gobierno <strong>de</strong> los Estados Unidos<strong>de</strong>notó una baja en su capacidad científicotecnológica.Para obtener más <strong>de</strong>talles sobrela situación le encomendó a la Aca<strong>de</strong>miaNacional <strong>de</strong> Ciencias norteamericana, queestudiara el hecho. Tras una exhaustiva investigaciónse elaboró un informe <strong>de</strong>nominado“Rising Above the Gathering Storm” (Elevándosepor encima <strong>de</strong> la tormenta que se avecina),que fue publicado a fines <strong>de</strong>l año 2007.En primer lugar, el informe expresa que tras elanálisis <strong>de</strong> las ten<strong>de</strong>ncias en los Estados Unidosy en el exterior, el comité está sumamentepreocupado por el <strong>de</strong>bilitamiento observadoen los componentes científicos y técnicos <strong>de</strong>lli<strong>de</strong>razgo económico estadouni<strong>de</strong>nse, al tiempoque muchas otras naciones están aumentandosu po<strong>de</strong>río. Para afrontar la tempestad,la primera recomendación es “incrementar elreservorio <strong>de</strong> talentos <strong>de</strong> Estados Unidos medianteel perfeccionamiento <strong>de</strong> la enseñanzaaprendizaje<strong>de</strong> ciencias y matemática en losniveles primarios y secundarios <strong>de</strong> la educación”.Como medida siguiente se recomiendaperfeccionar la formación <strong>de</strong> los maestros yprofesores <strong>de</strong> ciencias. Asimismo, se sugiereestimular la investigación y la innovación,mediante fuertes políticas <strong>de</strong> financiamiento<strong>de</strong> esas activida<strong>de</strong>s.Del otro lado <strong>de</strong>l mundo, la situación es aúnmás preocupante. Cada cien abogados queegresan, anualmente en las universida<strong>de</strong>spúblicas <strong>de</strong> la Argentina, se reciben apenasdos matemáticos y un físico. <strong>La</strong> industria informáticaargentina sufre fuertemente esta situación.<strong>La</strong> cantidad <strong>de</strong> graduados que ofrecela aca<strong>de</strong>mia nacional, anualmente, está muypor <strong>de</strong>bajo <strong>de</strong> la <strong>de</strong>manda <strong>de</strong> profesionalesque el sector necesita.Estadísticas <strong>de</strong>l Ministerio <strong>de</strong> Educación <strong>de</strong> laNación indican que cada año egresan <strong>de</strong> lasOlimpíadas | 28scientific-technological skill. As the next measure, improvementof education of science teachers is recommen<strong>de</strong>d.Likewise, research and innovation stimulation issuggested through strong granting policies for theseactivities.On the other si<strong>de</strong> of the world, situation is far moreworrying. For every 100 lawyers that graduate everyyear from public universities in Argentina, there areonly two graduates in mathematics and physics. TheArgentinean informatics industry is strongly sufferingfrom this situation. The amount of graduates that thenational aca<strong>de</strong>my offers every year is way below theprofessionals’ <strong>de</strong>mand that the sector needs.Statistics by the National Ministry of Education indicatethat every year, around 3550 professionalsgraduate from informatics <strong>de</strong>grees; of them, 2600 areengineers and bachelors and around 900 of them aretechnicians. This numbers are completely insufficientfor an industry that triples its <strong>de</strong>mand every year.A study ma<strong>de</strong> by CICOMRA (The Informatics and CommunicationsChamber of Argentina) of 2007 shows:“The most conservative growth expectations of humancapital show a strong annual increase. The totalnumber of registered employees in 2006 was 283.915and it will reach an estimate number of 310.267 forthe end of this year (2007). This growth is consi<strong>de</strong>red tocontinue at a range of 8% per year, reaching 365.031employees by 2009. In this scenario, <strong>de</strong>mand of newjob positions of “critical profiles” for the 2006-2009period, exceeds between 17.000 and 21.000 ICT and
carreras informáticas alre<strong>de</strong>dor <strong>de</strong> 3550 profesionales, que se repartenen 2600 ingenieros y licenciados, y cerca <strong>de</strong> 900 técnicos. Estas cifrasson totalmente insuficientes para una industria que triplica su <strong>de</strong>mandaaño a año.Un estudio <strong>de</strong> CICOMRA (Cámara <strong>de</strong> Informática y Comunicaciones<strong>de</strong> la República Argentina) <strong>de</strong>l año 2007 expresa: “<strong>La</strong>s expectativas <strong>de</strong>crecimiento <strong>de</strong>l capital humano más conservadoras, marcan un fuertecrecimiento anual. El total <strong>de</strong> 283.915 empleados registrados en 2006,alcanzará un número estimado <strong>de</strong> 310.267 para fines <strong>de</strong> este año –porel 2007-. Este crecimiento se estima que continuará a una tasa <strong>de</strong> 8%anual, llegando a 365.031 en el 2009. En este escenario, la <strong>de</strong>manda <strong>de</strong>nuevos puestos <strong>de</strong> trabajo <strong>de</strong> ‘perfiles críticos’ para el periodo 2006-2009, exce<strong>de</strong> entre 17.000 y 21.000 profesionales TICC (Tecnología <strong>de</strong>la Información, Comunicación y Call Centers) la oferta generada por elsistema educativo”.CICOMRA <strong>de</strong>nomina “perfiles críticos” a aquellos que evi<strong>de</strong>ncian unaproblemática particular para su obtención o generación en el corto omediano plazo, tanto en los niveles bajos como medios <strong>de</strong> la pirámi<strong>de</strong>:programadores, técnicos en mantenimiento y servicio, administradores<strong>de</strong> re<strong>de</strong>s, analistas, lí<strong>de</strong>res <strong>de</strong> proyecto, ingenieros y licenciados ensistemas y computación, y técnicos e ingenieros en comunicaciones,entre otros.Por su parte, la CESSI (Cámara <strong>de</strong> Empresas <strong>de</strong> Software y ServiciosInformáticos) <strong>de</strong> la Argentina, en su Plan Estratégico a diez años <strong>de</strong>l2007 asegura que “la Industria <strong>de</strong> Servicios y Sistemas Informáticos(SSI) crece con fuerza en el mundo y su ten<strong>de</strong>ncia es seguir creciendo.Para mantener este ritmo <strong>de</strong> crecimiento, hay en todos los países unaimportante <strong>de</strong>manda para encontrar profesionales especializados”.En su plan la CESSI revela que en el país, la industria tecnológica tienemenos <strong>de</strong>l 0,3% <strong>de</strong> su población económicamente activa trabajandoen el sector, y que cuenta sólo con el 4% <strong>de</strong> estudiantes en carrerasafines, a pesar <strong>de</strong> su continuo crecimiento.En otro párrafo <strong>de</strong>l documento enfatiza: “<strong>La</strong> Argentina, a pesar <strong>de</strong>la aguda crisis económica y <strong>de</strong> malas <strong>de</strong>cisiones en materia educativa,que <strong>de</strong>bilitaron la calidad académica, continúa li<strong>de</strong>randolos indicadores en <strong>La</strong>tinoamérica. In or<strong>de</strong>r to maintain the growth pace, thereis an important <strong>de</strong>mand in all countries to find specializedprofessionals”.In its plan the CESSI reveals that in the country, thetechnological industry has less than 0,3% of its economicactive population working in the sector, andonly 4% of stu<strong>de</strong>nts in related <strong>de</strong>grees, in spite of itsconstant growth.Another paragraph of the file emphasizes that: “Argentina,<strong>de</strong>spite the economic crisis and bad <strong>de</strong>cisionsin the educational field, that weakened aca<strong>de</strong>micquality, is still leading the indicators in <strong>La</strong>tin America.As soon as it recovers some of the instruments in educationalmatter, could have an outstanding role in thenext years”.Based upon the analysis of the international economicsituation and the local reality, it is evi<strong>de</strong>nt the urgentneed for stressing the drive for educational policies inreading, mathematics, science and technology for asuccessful incorporation of information into society.In the new millennium, education, more than ever,marks the difference between success and failure of societies.The road is clear.
