Hemos estado trabajando entre el Ministerio de
Salud, la Caja de Seguro Social y el INS para tener
un expediente único de paciente que va a ayudar
muchísimo en la transformación digital porque
bajará costos desde la perspectiva de la eficiencia
de los fondos públicos de las instituciones.
Anteriormente, cuando un paciente acudía al
hospital porque había tenido un accidente, ya fuera
de tránsito o de riesgos del trabajo y no podíamos
ver su expediente, nos hacía hacerle todos los
exámenes de nuevo.
Eso es un tema de servicio al cliente, de una
mejor atención médica, menos uso de los seguros.
Es eficiencia y mejor tiempo de atención para una
mejor salud y mayor recuperación del paciente.
Por otro lado, con el Ministerio de Ciencia y
Tecnología, que es el rector de la parte tecnológica,
firmamos un convenio en el cual el INS será el que
pondrá la plataforma digital para que se pueda
interoperar con el resto de las instituciones y
seguir con las siguientes etapas, de lo que es la
interoperatividad del expediente único del paciente.
Sin duda, la inversión tecnológica que ha hecho
el INS en los últimos años ha sido muy relevante,
y especialmente, en el último, con temas de
ciberseguridad. Es la empresa de seguros que
tiene mejor ciberseguridad, con una inversión de
alrededor de 6,000,000 de dólares.
Esto garantiza no sólo la información de nuestros
asegurados, sino también que la información
pública que estamos usando tiene la certificación
de que no será hackeada. Sabemos que siempre hay
riesgos, pero hacemos una inversión importante
y consideramos este tema como de trascendencia
nacional.
Por si fuera poco, tenemos una última etapa
de proyectos que forman parte de toda esta
transformación digital que estamos realizando en el
INS.
Son tres proyectos de inversión que, más o
menos, rondan los 60 millones de dólares y que
se van a estar adjudicando en el 2024. Viene un
nuevo sistema de administración de hospitales, no
sólo desde la perspectiva de software, sino también
con los mejores equipos médicos, de hecho, es el
hospital número uno en tecnología en América
Latina.
Los otros dos tienen que ver con el core de
seguros y con la aplicación de la NIF17 y la NIF9
durante este 2024.

On the other hand, with the Ministry of
Science and Technology, which is the leader in
the technological part, we signed an agreement by
which the INS will provide the digital platform
to interoperate with the rest of the institutions
and continue with the following stages of the
interoperability of the patients’ single file.
Undoubtedly, the technological investment INS
has made in recent years has been very relevant,
especially in the last one with cybersecurity issues.
We are the insurance company with the best
cybersecurity, with an investment of around $ 6
millions of USD.
This way, we guarantee not only the information
of our policyholders but also that the public
information we are using will not be hacked. We
know there are always risks, but we are making a
significant investment and consider this issue of
national importance.
As if that were not enough, we have a last stage
of projects as part of this digital transformation we
are carrying out in the INS.
We have three investment projects of around
US$60 million that we will award in 2024. We will
develop a new hospital management system, not
only from a software perspective but also with
the best medical equipment. In fact, it will be
the number one hospital in technology in Latin
America.
The two other projects have to do with the
insurance core and the implementation of NIF17
and NIF9 during 2024.
EAL: You are working a lot on mandatory insurance, but
what are Costa Rica’s biggest challenges regarding the
insurance gap?
MAE: In 2023, we managed to establish a friendly
settlement with the rest of the insurers so that,
