67Annex 1Overview of performance of individual clustersThis Annex provides a brief portrait of each cluster in DRC. Performance ismeasured against a set of indicators based on the logic model developed in thePhase Two <strong>Cluster</strong> Evaluation Framework and refined in the Inception report ofthe evaluation. 121 These indicators are qualitative and have numerical scales (0 to3), leading to the portraits presented below.The judgement for each indicator is based on extensive review of documentation(meeting minutes, cluster strategies, cluster reports, etc.), interviews andparticipative exercises facilitated during the evaluation mission to DRC. On thisdata basis, each evaluator independently judged the respective clusters. If there weredifferences, these were discussed among the three evaluators to find a commonscoring. The evaluation team considers all active clusters on the national level andin the covered regions (Kinshasa, North Kivu, South Kivu, Ituri). This breadthmeans that the information collected for each individual cluster is restricted. Thefollowing cluster portraits thus reflect tendencies and are not equivalent to clusterspecificevaluations. Rather, the scales are used to present complex and detailedinformation in a compact way through figures and illustrations.121 Alexander (2009); Steets, J. et.al. (2009)
