These would, essentially, modernise governance withinthe smaller settlements, focusing on full-time mayors, on members of local councils,on the statutory chief executive officers of settlements and on the expansion ofthe increasingly successful micro-regional association system. The target is notessentially to reduce the number of local authorities – in any case impossible undercurrent circumstances – but the rational allocation of responsibilities and, in conjunctionwith this, some alleviation to the current lack of resources.
