32 Kovács ÁrpádSummaryThe operation of the local government sector in HungaryWith its resolution passed in the fall of 2007, the Hungarian National Assemblyendorsed the objectives stated in the strategy of the Hungarian State Audit Office(SAO) for the years 2006–2010. Accordingly the SAO, which is the supremeaudit institution of the country, should facilitate with its audits the modernizationof public administration, the efficient operation of public finances,the restructuring of the local governments and the better utilization of the funds,which Hungary receives on the basis of its EU-membership.For the audit of local governments, the SAO is using a renewed audit program,with special focus on the high-risk areas of the financial management oflocal governments, the issue of balanced budget and finances, EU-grants, thecreation of necessary conditions for e-government, treatment and publication offinancial data, internal controls and the implementation of the former SAO auditrecommendations included.The publication of the audit reports helped to foster a law-abiding conduct oflocal governments. By getting familiar with the most typical examples of theirfinancial management shortcomings, the municipal internal control could turnits attention to the critical areas of financial management irregularities.In the last 4 years the audited local government spending and revenue increasedby about 50 %. It is a characteristic feature, indicating the difficulties ofthe operation of the local government sector that their indebtedness has beengrowing. On the other hand, the number local governments developing theirown economic programs have also grown.Internal audit is playing key role in achieving compliance with accountingrules and asset management requirements. The SAO audits pointed out to thedeficiencies of the operation of internal audit and the necessity to introducechanges and establish liability of the concerned municipal officers in case ofserious irregularities. In connection with these matters the SAO instituted anumber of criminal proceedings. The adoption of a new legislative package onpublic finances and a resolute sanctioning of irregularities are the prerequisitesfor any basic changes that would renew the whole system.As regards the financial management of local governments SAO examinedin depth the following fields: earmarked grants, subsidies provided for differentpurposes and target groups, public procurements, balance between the budgetaryrevenues and expenditures, the budgetary deficit, borrowings, operation ofthe internal audit.In the period 2003–2006 the SAO audited every local government in thecountry. On the basis of the audit experiences the conclusion can be drawn thatit is necessary to rethink the municipal public services, the details, points of

Attention should be also paid to the revision of the divisionof work and tasks between the central and local government sectors. In thiscontext, the system of task-linked funding should also be a matter of primaryinterest.
