In line with the implementation of the Government’s agenda such as the<br />
1Malaysia People First Performance Now, the Government Transformation Plan, the<br />
New Economic Model and the Tenth Malaysia Plan, the priority given by the Public<br />
Service Department is towards the development of its human capital.<br />
As a leading public service training institution, the role of the National Institute of<br />
Public Administration (<strong>INTAN</strong>) is critical not only to develop knowledgeable and<br />
high-performance workers but also to enable them to perform their task with<br />
professionalism, integrity and subsequently to fulfill the expectations of the people<br />
in the delivery of services. It is thus, important that <strong>INTAN</strong> provides long term strategic<br />
planning to ensure it can continue to take on that role effectively.<br />
Hence, the <strong>INTAN</strong> Strategic Plan (<strong>2011</strong>-<strong>2015</strong>) is formulated to give direction towards<br />
becoming a premier public sector learning institution in addition to driving the<br />
institution to provide quality learning for the public sector to develop its human<br />
capital.<br />
I hope that all the goals and strategic thrusts outlined in this blueprint will be<br />
implemented and provide a significant impact to both the Public Service Department<br />
and <strong>INTAN</strong> in ensuring the success of the national transformation agenda. It is also<br />
hoped that the implementation of this document will strengthen the position of<br />
<strong>INTAN</strong> as the premier learning institution in facing an increasingly challenging global<br />
environment.<br />
