INCENTIVO PARA PRODUTORES
A proposta do convênio 160/2023 autoriza o
Estado a conceder isenção do ICMS sobre operações
relativas à circulação de mercadoria e serviços de
transporte interestadual e intermunicipal e de comunicação
em operações com máquinas, equipamentos,
aparelhos e componentes para a geração de energia
elétrica a partir do biogás.
Outro convênio, o 159/2023 permite conceder crédito
presumido de 12% sobre o valor das aquisições
internas de biogás e biometano. E o terceiro, 158/2023
autoriza a concessão de redução de base de cálculo
do ICMS nas saídas internas com biogás e biometano,
de tal forma que a carga tributária do imposto resulte
na aplicação do percentual de 12% sobre o valor da
operação.
ENERGIAS RENOVÁVEIS
As decisões do Confaz vêm logo em seguida à
decisão do governo do Estado de ampliar os benefícios
de juro zero para investimentos no segmento de
energias renováveis. Na nova formatação do Banco do
Agricultor Paranaense, apresentada pelo governador
Carlos Massa Ratinho Junior, em projetos de energia
renovável, o Estado fica responsável pelo pagamento

credit of 12% on the value of domestic biogas and biomethane
purchases. Thirdly, 158/2023 authorizes the granting of a
reduction of the Icms calculation basis on internal shipments
of biogas and biomethane in such a way that the tax burden
results in the application of the percentage of 12% on the
value of the operation.
RENEWABLE ENERGY
Confaz’s decisions come after the State Government
decided to expand zero-interest benefits for investments in the
renewable energy segment. In the new format of the Paraná
Farmer Bank, presented by Governor Carlos Massa Ratinho
Junior, in renewable energy projects, the State is responsible
for paying 100% of the interest rate for family farmers with
active Declaration of Aptitude to Pronaf (DAP) or registration
in Family Agriculture Registry (CAF).
Medium and large producers also benefit if they want to
invest in construction, acquisition of materials and equipment,
and the preparation of projects for the installation of
