De båda professorerna var nog ganska eniga om den tilltagande komplexiteten i den moderna
statsapparaten och också att det skett en faktisk ökning av byråkratins diskretionära utrymme.
Friedrich, som utvecklar detta med stor frenesi, bygger upp detta genom att argumentera
mot den populära ståndpunkten från förra sekelskiftet, som betonade boskillnaden mellan ”the
expression of the will of the state and the execution of the will”. Friedrich pekar, bl.a. genom
konkreta exempel, på vad han ser som orimligheten i denna ståndpunkt. 6
Friedrich bejakar i grunden denna utveckling – han förefaller nog snarast att vilja öka förvaltningens
spelutrymme. Hans recept för att förena detta med demokratin innehåller två ingredienser,
Technical Knowledge and Political Responsibility. Technical Knowledge innebär att ”administra”administrative
officials seeking to apply scientific ’standards’ have to account for their action in terms
of a somewhat rationalized and previously established set of hypotheses. Any deviation from
these hypotheses will be subjected to thorough scrutiny by their colleagues in what is known
as ’the fellowship of science’...” Administratören skall emellertid inte bara ta hänsyn till ” the
existing sum of human knowledge concerning the technical issues involved” utan också ”existing
preferences in the community, and more particularly the prevailing majority”. Mycket kan
tilläggas om Friedrichs resonemang, men det som leder till debatten med Finer är att Friedrich
i grunden menar att byråkrater i grunden kan fås att agera som, låt oss kalla det, ”good guys”.
Finer menar för sin del att det är tvärtom. Det diskretionära utrymmet har ökat – javisst, säger
Finer, men svaret på denna utveckling bör rimligen vara att ge politikerna ökade möjligheter att
påverka även det som enligt Friedrich bör anförtros byråkratin. De valda är ”to determine the
course of action of the public servants to the most minute degree that is technically feasible”.
Bakom Finers ståndpunkt ligger i grunden uppfattningen att byråkratin måste övervakas. Han för
in de redan två välkända definitionerna av ”responsibility” och konstaterar ”First, responsibility
may mean that X is accountable for Y to Z. In the first definition the essence is the externality of
the agency or persons to whom an account is to be rendered, and it can mean very little without
that agency having authority over X, determining the lines of X’s obligations and the terms of is
continuance or revocation. The second responsibility puts the emphasis on the conscience of
the agent, and it follows from the definition that if he commits an error it is an error only when
recognized by his own conscience, and that the punishment of the agent will be merely twinges
thereof. The first one implies public execution; the other hara-kiri. While reliance on an official’s
conscience may be reliance on an official’s accomplice, in democratic administration all parties,
official, public, and Parliament will breathe more freely if a censor is in the offing…”.

medel, under flera decennier var föremål för omfattande debatt. Som bl.a. Lane framhållit ter det sig desto konstigare
att åsikten så helt utan diskussion långt senare anammas i bl.a. skepnad av NPM (New Public Management).
