10 years of the Liegenschaftsfonds in numbers
Um im Häusermeer von Berlin das richtige Objekt aus öffentlicher Hand zu finden – sei es für ein
Hotel, Bürohochhaus oder privaten Wohnraum –, mussten Investoren noch ende der 90er Jahre
an viele Berliner Behördentüren klopfen: Bis zu 28 Stellen konnten Berliner Landesimmobilien verkaufen.
Und es gingen die Kaufinteressenten unverrichteter Dinge nach Hause, die vielleicht im
falschen Bezirk gesucht hatten.
Damit der Verkauf landeseigener Liegenschaften optimiert und offensiv in angriff genommen werden
konnte, beschloss der Berliner Senat eine professionelle aufstellung der Immobilienvermarktung.
In dem Wissen, dass das Land Berlin nicht selbst als Verkäufer agieren kann, sollten dies
Fachleute tun. Deshalb ging vor zehn Jahren der Liegenschaftsfonds Berlin mit dem ziel an den
Start, die landeseigenen Immobilien einerseits den Marktanforderungen anzupassen und andererseits
gewinnbringend zu veräußern. Dabei sollte der einfluss des Landes auf die entwicklung der
Stadt und der Standorte gewahrt bleiben. zu diesem zweck schuf man sich seinen eigenen Makler,
der diese besonderen Bedürfnisse der öffentlichen Hand wahrt: den Liegenschaftsfonds.

Bis heute hat der Liegenschaftsfonds knapp
5.500 Immobilien mit einer Fläche von fast
14 Millionen m 2 verkauft. Über zwei Milliarden
euro hat er dabei eingenommen. an den Beurkundungen
der vergangenen zehn Jahre waren
etwa 900 Notare beteiligt. Knapp 100 externe
Sachverständige haben etwa 4.400 Verkehrswertgutachten
erarbeitet. 35 Ingenieurbüros
waren bei der erstellung von Planungsleistungen
und Gutachten eingebunden.
Die Fläche des Treuhandvermögens ist seit
2001 auf stolze 33.165.827 m 2 gewachsen.
Das entspricht 4.645 Fußballfeldern und ist
damit um einiges größer als der Berliner Bezirk
Friedrichshain-Kreuzberg mit „nur“ 20 km 2 . In
die Haushaltskasse des Landes Berlin flossen
durch die arbeit des Liegenschaftsfonds über
1,7 Milliarden euro. So viel Geld bringt der
deutsche Profifußball dem Staat pro Jahr an
Steuern. Von weiteren 227 Millionen euro profitierten
die Berliner Bezirke. Klein sind dagegen
die Provisionen, die die Käufer für die Maklerleistung
des Liegenschaftsfonds aufbringen

office building or private residential space.
The Berlin Landesimmobilien was able to sell
up to 28 locations, but many interested buyers
simply went home empty-handed, most likely
because they had visited the wrong district.
In order to optimize these conditions and take
a more proactive approach to the sale of stateowned
property, the Berlin Senate ushered
in a more professional method of real-estate
marketing. The idea was to leave the business
side up to the experts while not forgetting that
the State of Berlin is not permitted to act as
a seller. as a result, the Liegenschaftsfonds
Berlin started out ten years ago with the goal
of adjusting state-owned real estate to market
demands and to sell properties at a profit. In
doing so, the State of Berlin sought to maintain
its influence on the development of the
city and its various locations. For this purpose,
the state created the Liegenschaftsfonds as
its own broker – one that would uphold these
special needs and conditions.
Since its launch ten years ago, the Liegenschaftsfonds
has sold 5,500 properties with a
space of almost 14 million m². The company
has taken in over €2 billion in the process.
Roughly 900 notaries were involved in the
certification processes and about 100 authorized
external experts generated roughly 4,400
market-value reports. Thirty-five engineering
offices were involved in the creation of planning
services and official survey reports.
The total space handled by the trustee company
has risen since 2001 to a tremendous
€33,165,827 m². This would be the equivalent
of 4,645 soccer fields and thus slightly larger
than the entire borough of Friedrichshain-
Kreuzberg, which has “only” 20 km². The activities
of the Liegenschaftsfonds have brought
in more than €1.7 billion to the budget of the
State of Berlin. This represents an amount
equal to that paid in annual federal taxes by
professional soccer in Germany. Berlin’s various
boroughs have also benefited to the tune
of €227 million. In contrast, the commission
fees levied by the Liegenschaftsfonds for its
broker services are quite small, i.e. not one
single euro.
