that the district heating system is large enough to allow for 8000 full load<br />
hours per year.<br />
Since the subvention of the power price is only ensured for a period of<br />
10 years, the same duration is chosen for the loan and depreciation<br />
period.<br />
In spite of the high operating hours and the additional income from<br />
the sale of district heating the net present value is still negative after 10<br />
years, indicating that the plant owner is running a considerable risk in<br />
building the plant. The example illustrates that substantial subventions<br />
for straw-fired CHPs are unavoidable if straw is expected to contribute to<br />
the ambitious goals of the EU. In Denmark the incentives for establishing<br />
stand-alone straw-fired CHP plants are not sufficient to ensure that new<br />
plants will be built in the future, and stand-alone CHP's cannot compete<br />
with co-firing of straw, which achieve similar incentives.<br />
6 Summary and Conclusions<br />
For many years, Tech-wise has been a major actor on the Danish CHP and<br />
biomass scene and in the latest decade Tech-wise has acquired an extensive<br />
knowledge in utilising straw and other types of biomass as fuel in the<br />
combined production of heat and power. An extensive R&D programme<br />
has been paralleled by establishing full-scale plants providing many<br />
years of operating experience.<br />
The experience gained shows that although straw exhibits problematic<br />
behaviour mainly as a result of its physical/chemical properties, utilisation<br />
is technically feasible if a number of important aspects are taken<br />
into consideration when a plant is designed. The most important aspects<br />
are described in this paper.<br />
Facing the prices of the liberalised power market and some of the competing<br />
renewable technologies, straw-fired CHPs will need economic<br />
assistance in the form of subventions and/or tax incentives.<br />
If the incentives are sufficient, straw can contribute to the ambitious<br />
goals of the EU. Furthermore, a biomass/straw-fired CHP is an excellent<br />
opportunity for a local community to create local activity and employment,<br />
and at the same time pay a positive contribution to the ongoing<br />
battle against the pollution from energy production.<br />
