Summary<br />
It was the aim of the Child and Adolescent Health Report for Upper Austria to <strong>at</strong>tain a<br />
concise overview of the st<strong>at</strong>e of health of the Upper Austrian children and adolescents,<br />
to document the availability of health care, prevention and health promotion, and to<br />
develop adequ<strong>at</strong>e measures to improve the health of children and adolescents.<br />
Objectives<br />
Intern<strong>at</strong>ional political actors and policy makers (like the World Health Organis<strong>at</strong>ion and<br />
the European Union), as well as the federal st<strong>at</strong>e and regional stakeholders like the<br />
region of Upper Austria and the cities of Linz and Wels enact political objectives and<br />
initi<strong>at</strong>ives to promote the health of children and adolescents. Three of the targets of the<br />
conceptual framework of WHO “Health 21 – Health for All in the 21 st Century” share th<strong>at</strong><br />
objective: Target 3: “A healthy start in life”, Target 4: “Health of young people” and<br />
Target 13: “A settings approach to health action”. The action programme for public<br />
health of the European Union concerning the criterion of lifestyle is mainly aimed <strong>at</strong><br />
young people. On a federal level, the “N<strong>at</strong>ional Austrian Health Plan” st<strong>at</strong>es th<strong>at</strong> the<br />
health system needs to be developed further towards health promotion. Children and<br />
adolescents can be reached predominantly in kindergarten and school settings. On a<br />
regional level, the 10 health targets form a consensual basis and framework for<br />
appropri<strong>at</strong>e health policy measures and the upgrading of health promotion in Upper<br />
Austria. Health targets, which refer to children and adolescents are specifically<br />
pertinent in this context: Target 2: Dental health; Target 5: Vaccin<strong>at</strong>ions; and Target 9:<br />
The health-promoting school. (Chapter 1)<br />
Sociodemography<br />
Over the last years, the percentage of the young popul<strong>at</strong>ion (up to 19 years of age) of<br />
the total popul<strong>at</strong>ion has decreased continuously from 35 percent in 1971 to 25 percent<br />
in 2001. The total fertility r<strong>at</strong>e in Upper Austria amounted to 1,45 in the year 2003 (in<br />
all of Austria 1,38). The total fertility r<strong>at</strong>e has decreased by approxim<strong>at</strong>ely 15 percent in<br />
the course of the last 25 years. (Chapter 2)<br />
Pregnancy/Birth/Babyhood<br />
The main risk factors in the unborn child during pregnancy are the mother’s active and<br />
passive smoking, as well as excessive alcohol consumption during pregnancy.<br />
