Dr. Coombs has served as a member and vice chair of the<br />

Massachusetts Board of Registration in Medicine Patient<br />

Care Assessment Committee. In addition, she was a<br />

member of the Massachusetts Special Commission on the<br />

Health Care <strong>Payment</strong> System.<br />

thomas M. Dean, M.D., is a board-certified family<br />

physician who has practiced in Wessington Springs, SD,<br />

since 1978. He is chief of staff at Avera Weskota Memorial<br />

Medical Center. Dr. Dean is on the Board of Directors<br />

of Avera Health Plan and is past-president of the South<br />

Dakota Academy of Family Physicians. He was president<br />

of the National Rural Health Association, and he published<br />

articles and presented on health care in rural areas. Dr.<br />

Dean received the Dr. Robert Hayes Memorial Award for<br />

outstanding rural health provider, received the Pioneer<br />

Award from the South Dakota Perinatal Association, and<br />

was awarded a Bush Foundation Medical Fellowship to<br />

study leadership and health policy. He was also named<br />

the 2009 National Rural Health Association’s Practitioner<br />

of the Year. Dr. Dean earned his medical degree from the<br />

University of Rochester School of Medicine and Dentistry.<br />

His undergraduate degree is from Carleton College.<br />

Bill gradison, M.B.A., D.C.s., is a scholar in residence<br />

in the Health Sector Management Program at Duke’s<br />

Fuqua School of Business. He was a member of the<br />

U.S. Congress (1975–1993) where he served on the<br />

House Budget Committee and the Health Subcommittee<br />

of the Committee on Ways and Means. Mr. Gradison<br />

was a founding board member of the Public Company<br />

Accounting Oversight Board and was vice chairman<br />

of the U.S. Bipartisan Commission on Comprehensive<br />

Health Care (“Pepper Commission”). Prior positions also<br />

include assistant to the Secretary of Health, Education,<br />

and Welfare; president of the Health Insurance Association<br />

of America; and vice chair of the Commonwealth Fund<br />

Task Force on Academic Health Centers. Mr. Gradison<br />

received his B.A. from Yale University and an M.B.A. and<br />

doctorate from Harvard Business School.<br />

glenn M. Hackbarth, J.D., M.A., chairman of the<br />

Commission, lives in Bend, OR. He was chief executive<br />

officer and one of the founders of Harvard Vanguard<br />

Medical Associates, a multispecialty group practice in<br />

Boston that serves as a major teaching affiliate of Harvard<br />

Medical School. Mr. Hackbarth previously served as<br />

senior vice president of Harvard Community Health Plan<br />

and president of its Health Centers Division as well as<br />

Washington counsel of Intermountain Health Care. He has<br />

held various positions at the U.S. Department of Health<br />

and Human Services, including deputy administrator of<br />

the Health Care Financing Administration (now known as<br />

CMS). He is immediate past-chairman of the board of the<br />

Foundation of the American Board of Internal Medicine.<br />

Mr. Hackbarth received his B.A. from Pennsylvania State<br />

University and his J.D. and M.A. from Duke University.<br />

William J. Hall, M.D., M.A.C.p., is a doctor of internal<br />

medicine and professor of medicine at the University<br />

of Rochester School of Medicine where he directs the<br />

Center for Healthy Aging. Dr. Hall’s subspecialty is in<br />

the field of geriatrics, with a major research interest in<br />

the development and promotion of programs in healthy<br />

aging, emphasizing preventive and wellness strategies<br />

for older adults. He has published over 150 scientific<br />

articles, reviews, and book chapters. He was instrumental<br />

in establishing a Program of All-Inclusive Care for the<br />

Elderly in Rochester, New York, and has directed the<br />

Division of Geriatrics at the University of Rochester<br />

School of Medicine. His contributions to physician<br />

education in the care of the elderly have been recognized<br />

nationally by the American Geriatrics Society, the John<br />

A. Hartford Foundation, and the Donald W. Reynolds<br />

Foundation. More recently his career has focused on<br />

systems of health care for older adults. Dr. Hall’s prior<br />

service and positions include serving as a member of<br />

the Board of Directors of AARP, serving as president<br />

of the American College of Physicians, and serving in<br />

leadership positions in the American Geriatrics Society.<br />

He is the immediate past-president of the International<br />

Society of Internal Medicine.<br />

Jack Hoadley, ph.D., is research professor at the Health<br />

<strong>Policy</strong> Institute of Georgetown University in Washington,<br />

DC. Dr. Hoadley previously served as director of the<br />

Division of Health Financing <strong>Policy</strong> for the Department of<br />

Health and Human Services (HHS) Office of the Assistant<br />

Secretary for Planning and Evaluation; as principal policy<br />

analyst at MedPAC and its predecessor organization,<br />

the Physician <strong>Payment</strong> Review Commission; and as<br />

senior research associate with the National Health <strong>Policy</strong><br />

Forum. His research expertise includes health financing<br />

for <strong>Medicare</strong>, Medicaid, and CHIP; pharmacoeconomics<br />

and prescription drug benefit programs; and private sector<br />

insurance coverage. Dr. Hoadley has published widely on<br />

health care financing and pharmacoeconomics and has<br />

provided testimony to government panels.
