15. News Media Considerations<br />
<strong>Operations</strong> at water terminals during any<br />
contingency are certain to draw significant<br />
attention from national and international news<br />
media. Sometimes increased activity at water<br />
terminals or the notification of civilian ship<br />
crew members may be the first indications<br />
reporters have that joint operations are<br />
underway. It is Department of Defense<br />
II-14<br />
policy to provide as much in<strong>for</strong>mation to<br />
news media as possible consistent with the<br />
constraints of security and personnel safety.<br />
During joint operations, detailed public affairs<br />
guidance will be issued by the supported<br />
CINC. This guidance establishes basic rules<br />
<strong>for</strong> the release of in<strong>for</strong>mation after initial<br />
release at the seat of government and sets the<br />
parameters within which personnel can<br />
discuss the ongoing operation. Planners<br />
should consider the potential <strong>for</strong> news media<br />
interest and its possible impact on water<br />
terminal operations.<br />
