WATER TERMINAL PLANNING CONSIDERATIONS<br />

This appendix identifies the terminal<br />

commander’s responsibilities and lists data<br />

normally required to understand operational<br />

considerations of potential water terminals.<br />

These lists are also <strong>for</strong> use by JFCs and their<br />

staffs in planning joint water terminal<br />

operations.<br />

1. <strong>Terminal</strong> Commander’s<br />

Responsibilities<br />

The terminal commander is normally<br />

responsible <strong>for</strong> the overall operation of the<br />

terminal, to include the following.<br />

a. <strong>Water</strong> terminal planning and operations:<br />

• Notification of consignees.<br />

• Port clearances.<br />

• Vessel scheduling.<br />

• Availability of local pilots.<br />

b. Statutory and regulatory constraints.<br />

c. Military construction.<br />

d. Environment and natural resources<br />

preservation.<br />

e. Energy conservation.<br />

f. <strong>Terminal</strong> readiness.<br />

g. <strong>Terminal</strong> per<strong>for</strong>mance measurement and<br />

reporting.<br />

h. Safety management.<br />

i. <strong>Terminal</strong> security.<br />

j. <strong>Terminal</strong> and warehouse operations.<br />

k. Railcar and truck unloading and loading<br />

operations.<br />

l. Container freight station operations<br />

(receiving, stuffing, and unstuffing).<br />

m. Pier operations.<br />

n. Cargo movement control and<br />

documentation.<br />

o. Contract management.<br />

p. Stevedores and related terminal services.<br />

q. Per<strong>for</strong>mance work statements.<br />

r. Ship stowing.<br />

s. Ship scheduling, on and off berth.<br />

t. Proper handling of hazardous material<br />

and cargo.<br />

u. Crisis response and/or clean-up facilities<br />

<strong>for</strong> POL or hazardous material accident or<br />

spills.<br />

v. Manifesting of retrograde cargo or<br />

transshipments.<br />

2. General <strong>Water</strong> Ports Data<br />

General in<strong>for</strong>mation on water ports includes<br />

the following.<br />

a. Map sheet number (series, sheet, edition,<br />

date).<br />

b. Nautical chart number.<br />

c. Grid coordinates and longitude and/or<br />

latitude.<br />
