commander, a subordinate unified<br />

command commander, or an existing joint<br />

task <strong>for</strong>ce commander. (Joint Pub 1-02)<br />

logistics-over-the-shore operations. The<br />

loading and unloading of ships without the<br />

benefit of fixed port facilities, in friendly<br />

or nondefended territory, and, in time of<br />

war, during phases of theater development<br />

in which there is no opposition by the<br />

enemy. (Joint Pub 1-02)<br />

Military Sealift Command. The US<br />

Transportation Command’s component<br />

command responsible <strong>for</strong> designated sealift<br />

service. Also called MSC. (Joint Pub<br />

1-02)<br />

Military Traffic Management Command.<br />

The US Transportation Command’s<br />

component command responsible <strong>for</strong><br />

military traffic, continental United States<br />

air and land transportation, and commonuser<br />

water terminals. Also called MTMC.<br />

operational control. Transferable command<br />

authority that may be exercised by<br />

commanders at any echelon at or below the<br />

level of combatant command. Operational<br />

control is inherent in combatant command<br />

(command authority). Operational control<br />

may be delegated and is the authority to<br />

per<strong>for</strong>m those functions of command over<br />

subordinate <strong>for</strong>ces involving organizing and<br />

employing commands and <strong>for</strong>ces, assigning<br />

tasks, designating objectives, and giving<br />

authoritative direction necessary to<br />

accomplish the mission. Operational<br />

control includes authoritative direction over<br />

all aspects of military operations and joint<br />

training necessary to accomplish missions<br />

assigned to the command. Operational<br />

control should be exercised through the<br />

commanders of subordinate organizations.<br />

Normally this authority is exercised through<br />

subordinate joint <strong>for</strong>ce commanders and<br />

Service and/or functional component<br />

commanders. Operational control normally<br />

provides full authority to organize<br />

commands and <strong>for</strong>ces and to employ those<br />

<strong>for</strong>ces as the commander in operational<br />

control considers necessary to accomplish<br />

assigned missions. Operational control<br />

does not, in and of itself, include<br />

authoritative direction <strong>for</strong> logistics or<br />

matters of administration, discipline,<br />

internal organization, or unit training. Also<br />

called OPCON. (Joint Pub 1-02)<br />

pier. 1. A structure extending into the water<br />

approximately perpendicular to a shore or<br />

a bank and providing berthing <strong>for</strong> ships and<br />

which may also provide cargo-handling<br />

facilities. 2. A structure extending into the<br />

water approximately perpendicular to a<br />

shore or bank and providing a promenade<br />

or place <strong>for</strong> other use, as a fishing pier. 3.<br />

A support <strong>for</strong> the spans of a bridge. See<br />

also wharf. (Joint Pub 1-02)<br />

port. A place at which ships may discharge<br />

or receive their cargoes. It includes any<br />

port accessible to ships on the seacoast,<br />

navigable rivers or inland waterways. The<br />

term “ports” should not be used in<br />

conjunction with air facilities which are<br />

designated as aerial ports, airports, etc.<br />

quay. A structure of solid construction along<br />

a shore or bank which provides berthing<br />

and which generally provides cargohandling<br />

facilities. A similar facility of<br />

open construction is called a wharf. (Joint<br />

Pub 1-02)<br />

Service component command. A command<br />

consisting of the Service component<br />

commander and all those Service <strong>for</strong>ces,<br />

such as individuals, units, detachments,<br />

organizations and installations under the<br />

command including the support <strong>for</strong>ces, that<br />

have been assigned to a combatant<br />
