area of responsibility. 1. The geographical<br />
area associated with a combatant command<br />
within which a combatant commander has<br />
authority to plan and conduct operations.<br />
2. In naval usage, a predefined area of<br />
enemy terrain <strong>for</strong> which supporting ships<br />
are responsible <strong>for</strong> covering by fire on<br />
known targets or targets of opportunity and<br />
by observation. Also called AOR. (Joint<br />
Pub 1-02)<br />
coordinating authority. A commander or<br />
individual assigned responsibility <strong>for</strong><br />
coordinating specific functions or activities<br />
involving <strong>for</strong>ces of two or more Military<br />
Departments or two or more <strong>for</strong>ces of the<br />
same Service. The commander or<br />
individual has the authority to require<br />
consultation between the agencies involved,<br />
but does not have the authority to compel<br />
agreement. In the event that essential<br />
agreement cannot be obtained, the matter<br />
shall be referred to the appointing authority.<br />
Coordinating authority is a consultation<br />
relationship, not an authority through which<br />
command may be exercised. Coordinating<br />
authority is more applicable to planning and<br />
similar activities than to operations. (Joint<br />

deployment data base. The JOPES (Joint<br />
Operation Planning and Execution System)<br />
data base containing the necessary<br />
in<strong>for</strong>mation on <strong>for</strong>ces, materiel, and filler<br />
and replacement personnel movement<br />
requirements to support execution. The<br />
data base reflects in<strong>for</strong>mation contained in<br />
the refined time-phased <strong>for</strong>ce and<br />
deployment data from the deliberate<br />
planning process or developed during the<br />
various phases of the crisis action planning<br />
process, and the movement schedules or<br />
tables developed by the transportation<br />
component commands to support the<br />
deployment of required <strong>for</strong>ces, personnel,<br />

fixed port. <strong>Water</strong> terminals with an improved<br />
network of cargo-handling facilities<br />
designed <strong>for</strong> the transfer of oceangoing<br />

frustrated cargo. Any shipment of supplies<br />
and/or equipment which while en route to<br />
destination is stopped prior to receipt and<br />
<strong>for</strong> which further disposition instructions<br />

harbor. A restricted body of water, an<br />
anchorage, or other limited coastal water<br />
area and its mineable water approaches,<br />
from which shipping operations are<br />
projected or supported. Generally, a harbor<br />
is part of a base, in which case the harbor<br />
defense <strong>for</strong>ce <strong>for</strong>ms a component element<br />
of the base defense <strong>for</strong>ce established <strong>for</strong> the<br />
local defense of the base and its included<br />

host nation. A nation which receives the<br />
<strong>for</strong>ces and/or supplies of allied nations and/<br />
or NATO organizations to be located on, to<br />
operate in, or to transit through its territory.<br />

host-nation support. Civil and/or military<br />
assistance rendered by a nation to <strong>for</strong>eign<br />
<strong>for</strong>ces within its territory during peacetime,<br />
crisis or emergencies, or war based on<br />
agreements mutually concluded between<br />

joint <strong>for</strong>ce commander. A general term<br />
applied to a combatant commander,<br />
subunified commander, or joint task <strong>for</strong>ce<br />
commander authorized to exercise<br />
combatant command (command authority)<br />
or operational control over a joint <strong>for</strong>ce.<br />

joint task <strong>for</strong>ce. A joint <strong>for</strong>ce that is<br />
constituted and so designated by the<br />
Secretary of Defense, a combatant<br />
GL-3
